According to the Notice of the General Office of Ningbo Municipal Committee and the General Office of Ningbo Municipal People's Government on Printing and Distributing the Institutional Reform Plan of Ninghai County People's Government (Ning Ban Fa [201] No.29), Ninghai County Civil Affairs Bureau was established. County Civil Affairs Bureau is the working department of the county government in charge of social administrative affairs.

Main responsibilities: (1) to implement the laws, regulations, rules and policies of the state, province, city and county on civil affairs; Draft relevant normative documents, formulate the development plan and work plan of the county's civil affairs, and organize the implementation after approval; Guide the construction of grass-roots civil affairs organizations and civil affairs work.

(two) responsible for the registration, evaluation and management of social organizations and private non-enterprise units in the county, and supervise the activities of social organizations according to law; Guide the cultivation and development of social organizations in the county; Investigate and deal with illegal acts of social organizations and illegal social organizations in conjunction with relevant departments.

(three) responsible for the county's military pensions and preferential treatment and martyrs praise, review the disability level, undertake the approval of the title of martyrs, and guide the management of martyrs memorial buildings; Organize and guide the work of supporting the army, supporting the government and loving the people; To undertake the daily work of the county double support leading group office.

(four) responsible for the reception, resettlement and service management of demobilized soldiers, demobilized noncommissioned officers, retired military cadres and retired soldiers without military status; Organize and guide the vocational education and skills training of retired soldiers; Responsible for the construction and management of retired military cadres' rest homes; To undertake the daily work of the office of the leading group for the resettlement of county veterans and retired military cadres.

(five) to organize and coordinate the county's disaster relief and mitigation work; Check and report the disaster situation, receive, manage, distribute and supervise the relief materials; Organize the formulation of emergency plans for natural disaster relief, and guide the construction and management of disaster avoidance and resettlement places; Guide the disaster areas to help the victims and carry out self-help in production; Organize and guide social disaster relief donations; To be responsible for the adjudication of disputes over collapsed houses in policy-based rural housing insurance in the county.

(six) to organize and guide the county's social assistance work; Coordinate the construction of urban and rural social assistance system; Guide and supervise the implementation of the county's minimum living security, medical assistance and temporary assistance; Responsible for the rescue work of vagrants and beggars who have no life in the city; Responsible for the identification of low-income families in the county.

(seven) to guide the construction of social welfare and old-age service system in the county; Organize and guide the industry management, socialized pension service and home-based pension service of pension institutions; To guide the work of rural five guarantees; Responsible for the development of charity and the supervision and management of charitable organizations; Organize and guide social donation work; Responsible for related counterpart support and pairing assistance.

(eight) to guide the construction of urban and rural communities, the construction of village (neighborhood) committees and the construction of community workers; Responsible for urban and rural community information services.

(nine) to undertake the work related to administrative divisions; Responsible for the delineation and daily management of administrative boundaries, and investigate and handle disputes over administrative boundaries; Responsible for the management of place names in the county.

(ten) responsible for funeral, marriage registration and child adoption registration.

(eleven) responsible for the management of all kinds of social welfare enterprises in the county and the protection of the rights and interests of disabled workers.

(twelve) responsible for the resettlement management, policy guidance, preparation, review, organization and implementation and evaluation of the reservoir resettlement support plan.

(thirteen) responsible for the issuance of welfare lottery tickets and the management and use of lottery funds.

(fourteen) to be responsible for the management and service of retirees in county-level organizations (former County Industry Bureau, Second Light Industry Bureau, Commerce Bureau and Materials Bureau).

(fifteen) in conjunction with the relevant departments to develop the county's social work talent development plan, work plan and policy, and promote the county's social work talent team construction and related volunteer team construction.

(sixteen) to be responsible for the financial and statistical work of the civil affairs plan, and to guide and supervise the management and use of the civil affairs funds.
