Article 1 In order to strengthen the protection and management of Shedao and Laotieshan Nature Reserves, these Measures are formulated in accordance with the Environmental Protection Law of People's Republic of China (PRC), the Regulations of People's Republic of China (PRC) Nature Reserve and the Regulations of Dalian Municipality on Environmental Protection. Article 2 Snake Island and Laotieshan are national nature reserves approved by the State Council (hereinafter referred to as nature reserves), and the main protection targets are snake island vipers, migratory birds and their ecological environment. Nature reserve is divided into three functional areas: core area, buffer area and experimental area. The scope of nature reserves and functional areas shall be determined according to the scope approved by the State Council. Article 3 These Measures shall apply to the protection and management of nature reserves. Article 4 The environmental protection department of Dalian City is the administrative department of nature reserves, and its affiliated nature reserve management agencies are specifically responsible for the protection and management of this area.

Other relevant departments of the Municipal People's Government and the People's Government of Lushunkou District shall do a good job in the protection and management of nature reserves in accordance with the functions and powers prescribed by national laws and regulations. Article 5 The protection and management of nature reserves shall follow the principles of scientific planning, zoning control and dynamic protection, and properly handle the relationship with local economic construction and residents' production and life. Article 6 The municipal environmental protection department and the Lushunkou District Government shall take effective measures to strengthen the protection and management of nature reserves. The funds needed for the protection and management of nature reserves are included in the fiscal budget. Article 7 The overall planning of nature reserves shall be organized and implemented by the municipal environmental protection department. The opinions of the relevant units, experts and the public shall be solicited in the preparation of the overall planning of nature reserves.

The preparation of various special plans involving nature reserves shall solicit the opinions of the municipal environmental protection department and conform to the overall planning of nature reserves. Article 8 Units, residents in nature reserves and persons who have been approved to enter nature reserves shall abide by various management systems of nature reserves and accept the management of nature reserve management agencies. Article 9 The following activities are prohibited in nature reserves:

(1) moving or destroying boundary markers in nature reserves without authorization;

(two) unauthorized removal or destruction of nature reserve management and scientific research facilities;

(three) logging, grazing, hunting, fishing, herbs, reclamation, burning, mining, quarrying, dredging and other activities;

(four) unauthorized kiln, smelting, building structures, buildings and large-scale livestock and poultry breeding;

(5) catching birds, destroying nests, catching snakes, taking snake venom and collecting animal and plant specimens without authorization;

(six) the acquisition and reselling of snakes, birds and other protection resources;

(seven) other acts prohibited by laws and regulations. Article 10 No production facilities shall be built in the core area and buffer area of nature reserves. In the experimental area of nature reserves, no production facilities that pollute the environment or destroy resources and landscapes shall be built; The pollutant discharge of other construction projects shall not exceed the national and local pollutant discharge standards. Eleventh nature reserve core area, buffer area and experimental area management in accordance with the "Regulations" nature reserve management. Article 12 According to the overall planning of nature reserves, if the original residents of the core area of nature reserves need to move out, the relevant units shall attract and help the residents of nature reserves to carry out ecological migration through funds, material compensation, employment opportunities and preferential policies. Thirteenth nature reserve management agencies should organize residents in and around nature reserves to carry out ecological protection knowledge and skills training, and give priority to hiring residents in and around nature reserves to participate in the management and protection of nature reserves. Article 14 The construction of nature reserves shall be based on the principles of who develops, who protects, who destroys, who restores, who benefits, who compensates, who pollutes and who controls. Fifteenth acts in violation of these measures shall be dealt with in accordance with the following provisions:

(a) in violation of the provisions of Article 8 (1), (3) and Article 9, the nature reserve management institution shall handle it in accordance with the relevant provisions of the Regulations of People's Republic of China (PRC) on Nature Reserves.

(three) in violation of article ninth (four), (seven) and the provisions of article tenth, by the relevant government departments or their entrusted nature reserve management agencies in accordance with the relevant laws, regulations and rules. Article 16 These Measures shall come into force as of the date of promulgation. The Notice on Strengthening the Management of Lushun Snake Island and Laotieshan Nature Reserve issued by Dalian Municipal People's Government 1983 on September 22nd, 1983 [1983]286 shall be invalidated.
