Luo Yaping used false compensation to defraud the demolition compensation, all of which were pre-deposited by the developer in the land management center. For this matter, developers are naturally well aware. In April, 2005, Luo Yaping took the compensation of 1 1.5 million yuan originally belonging to Fushun Bike Food Industry Co., Ltd. as her own.
