In June 1952, 9 townships including Daling, Jugen, Wuma, Fangquan, Xuexi, Dongcun, Caifeng, Sankeng and Jiexi under the jurisdiction of the big city area were designated. Establish a junior area. In May 1953, Caifeng Township was separated from Xiaojiang District and became a large urban area.

In April 1956, 70 towns were reduced to 36, and the number of administrative villages increased to 536. The three districts of Xiaojiang, Ru'ao and Huishan will be retained, while the four districts of Chengjiao, Chengtan, Huangze and Dashiju will be abolished. In November of the same year, the four districts including the suburbs were restored. In September 1958, the people's communes were established. The county organized nine people's communes, including Xinchang, Chengtan, Jingling, Huishan, Ru'ao, Xiaojiang, Dashiju, Shaxi and Huangze. Xinchang People's Commune has jurisdiction over 12 production brigades and 79 production teams, including Chengguan, Qixingfan, Maysi, Jinxing, Liquan, Baimao, Taoyuan, Daishi, Yaogong, Dingcun, Shixi, and Gantang. Chengtan People's Commune has jurisdiction over 10 production brigades and 71 production teams, including Liwang, Juxi, Wucholing, Meizhu, Shantou, Tangchuan, Dunshan, Chengtan, Baiyan and Chengai. Ru'ao People's Commune has jurisdiction over 10 production brigades and 67 production teams, including Ru'ao, Sanlian, Nanheng, Tianmu, Shici, Baoguo, Zhiren, Xiangtang, Yongning and Hanfei. Huangze People's Commune has jurisdiction over 4 production brigades including Ou Root, Tang, Mengjiatang and Huangze, and 41 production teams. Jinling People's Commune has jurisdiction over 7 production brigades and 44 production teams including Jinling, Lou, Cai, Xiapan, Xikeng, Anshan and Xishantou. Shaxi People's Commune has jurisdiction over 4 production brigades and 24 production teams, including Longhuangtang, Caifeng, Shaxi and Dongcun. In November 1958, Xinchang County was abolished and merged with Shengxian County.

In January 1959, the production brigade was divided into management areas, and the scale was adjusted. There were 9 people's communes and 52 management areas in the original Xinchang County. In July, the Xinchang Brigade management area was changed to a town system. In February 1959, the management area was renamed the brigade.

In April 1961, the scale of the commune was reduced and the management system was adjusted. The original commune was restored to a district-level administrative structure to manage the district-built communes, and its administrative power was equivalent to that of the township government. It has a production brigade under its jurisdiction, which is equivalent to an administrative village. In December 1961, the organizational structure of Xinchang County was restored, with jurisdiction over 8 districts, 1 town, 48 communes, and 818 brigades. The suburbs of the city govern 1 town and 9 communes: Chengguan Town and communes such as Xiling, Xijiao, Baimao, Taoyuan, Daishi, Xinxi, Xinmin, Mengjiatang, and Daming City. Chengtan District governs 8 communes: Chengtan, Meizhu, Shantou, Chengai, Baiyan, Dongxi, Lingchuan and Dunshan. Jingling District governs five communes: Xikeng, Jingling, Zhaopu, Jingping and Anshan. Huishan District has jurisdiction over 5 communes: Huishan, Anding, Zhongcai, Caichun, and Bahe. Ru'ao District has jurisdiction over 5 communes: Ru'ao, Shici, Baoguo, Yongning, and Zhiren. Dashiju District has jurisdiction over 5 communes: Dashiju, Luxi, Huangtan, Xinlin and Meihe. In March 1966, the Chengguan Town People’s Committee was renamed the People’s Commune. The Cultural Revolution broke out the four old trends. In December, 12 communes were renamed: Mengjiatang was changed to Bayi, Cai Feng was changed to Dongfeng, Longhuangtang was changed to Dongfanghong, Zhaopu was changed to Dongsheng, Bahe was changed to Xintian, and Huangtan was changed to Jiefang. , Daming City was changed to Lixin, Meihe was changed to Red Flag, Anding was changed to Summit, Five Horses was changed to Peak, White Rock was changed to Red Star, and Zhiren was changed to Long March.

In 1968, the restoration area was established.

In June 1970, Lingchuan, Shantou and Chengai communes were abolished and merged into Chengtan, Meizhu and Dongxi communes respectively.

In March 1972, the establishment was restored.

In 1979, Luxi and Jiefang communes in the Changzhao Reservoir area merged. It was called Changzhao Commune.

In 1980, five communes were renamed: Lixin was renamed Daming City, Dongfeng was renamed Caifeng, Dongsheng was renamed Zhaopu, Bayi was renamed Mengjiatang, and Gaofeng was renamed Wuma. Chengguan Town Commune was changed to a county-affiliated town.

In 1981, in order to avoid the duplication of names for communes and brigades, Dongxi Commune was renamed Dongming Commune, and Yongning Commune was renamed Yongfeng Commune.

From 1983 to 1984, the government and society were separated and the township and village organizational systems were restored.

In January 1985, Chengtan Township was transformed into a town. In July, Ru'ao Township, Dashiju Township, and Daling Township were transformed into towns. After Daling Township was changed into a town, it was called Xiaojiang Town. In December, Bamao Township and Jingling Township were changed into towns.

In December 1988, Shaxi Township was transformed into a town.

In May 1989, Huishan Township was changed to a town system. By the end of 1989, the county had jurisdiction over 8 districts and 9 towns (of which Chengguan Town is a town directly under the county), 39 townships, 16 neighborhood committees, 777 villages, and 3,479 villager groups.

In May 1992, the province began to withdraw districts, expand towns and merge with townships. The county governs 11 towns and 7 townships.

In November 2001, the county had 9 towns and 7 townships and administered 777 administrative villages.

In October 2002, 23 neighborhood committees in Chengguan Town were merged into 12 community neighborhood committees, namely: Qixing, Gushan, Chating, Bell Tower, Meihu, Shizhong, Dongxi, Huliantan, Chengnan, Fengshan, Linjiang, Lincheng. There are also four rural neighborhood committees: Jingling, Dashiju, Ru'ao and Chengtan.

In 2004, the county adjusted the size of administrative villages from 777 to 416.

In 2006, Dafosi Village in Chengguan Town was merged with other villages, and the administrative village structure of Dafosi Village was abolished. Its area was merged into Chating Community, and the number of administrative villages in the county was adjusted from 416 to 415. In 2006, Jingping Township was merged into Jingling Town, and Changzheng Township was merged into Ru'ao Town.

In 2008, Nanyan Community was established in the Nanyan block in the west of the county, and the number of community committees in the county was adjusted from 12 to 13. At the end of 2008, the county had 16 townships and sub-districts (8 organized towns, 5 townships, and 3 sub-districts), with 4 rural residents' committees, 13 community residents' committees, and 415 villagers' committees under its jurisdiction.
