In October 2002, 23 neighborhood committees in Chengguan Town were merged into 12 community neighborhood committees, namely: Qixing, Gushan, Chating, Bell Tower, Meihu, Shizhong, Dongxi, Huliantan, Chengnan, Fengshan, Linjiang, Lincheng. There are also four rural neighborhood committees: Jingling, Dashiju, Ru'ao and Chengtan.

In 2004, the county adjusted the size of administrative villages from 777 to 416.

In 2006, Dafosi Village in Chengguan Town was merged with other villages, and the administrative village structure of Dafosi Village was abolished. Its area was merged into Chating Community, and the number of administrative villages in the county was adjusted from 416 to 415. In 2006, Jingping Township was merged into Jingling Town, and Changzheng Township was merged into Ru'ao Town.

In 2008, Nanyan Community was established in the Nanyan block in the west of the county, and the number of community committees in the county was adjusted from 12 to 13. At the end of 2008, the county had 16 townships and sub-districts (8 organized towns, 5 townships, and 3 sub-districts), with 4 rural residents' committees, 13 community residents' committees, and 415 villagers' committees under its jurisdiction.
