Why did the brave King Peng Jiasheng fight the Burmese government forces? Did Kokang belong to China before?

Kokang was legally assigned to India from the Qing Dynasty. Kokang became independent with Myanmar in 1948, and new China was founded in 1949. It can be said that courage was never within the territory of New China, even during the Republic of China.
