Treatment conditions:

China citizens who go abroad for non-official reasons, such as settling in a foreign country, visiting relatives, studying, obtaining employment, traveling and engaging in business activities, may apply for an ordinary passport with their ID cards. State functionaries and servicemen registered for the record still need the consent of their units before they can apply.

Handling materials:

Processing flow:

Step 1: The applicant submits the application materials to the exit-entry administration of public security organs at or above the county level entrusted by the Ministry of Public Security, and collects fingerprint information as required;

Step 2: The accepting institution shall issue an application acceptance receipt to the applicant if the application conditions are met, the application materials are complete and the legal form is met; If the application materials are incomplete or inconsistent with the statutory form, the applicant shall be informed of all the contents that need to be supplemented at one time; Do not belong to the scope of responsibilities of the department or do not meet the acceptance requirements, will not be accepted, and explain the reasons to the applicant.

Step 3: The examination and approval authority conducts an examination and makes a decision on approval or disapproval. If approved, a certificate will be issued; If it is not approved, the examination and approval authority shall issue a "Decision on Not Approving" to the applicant.

Step 4: The applicant receives the certificate.

Note: The approved ordinary passport shall be collected by the applicant from the exit-entry administration department of the public security organ or delivered by express mail.

Time limit for processing:

If a resident applies for an ordinary passport in the exit-entry administration department of the public security organ in his place of residence, he shall, within 7 working days from the date of accepting the application materials, examine and approve the issuance of an ordinary passport. The time limit for issuing cross-provincial ordinary passports is 20 days. In remote areas or areas with inconvenient transportation or due to special circumstances, the exit-entry administration of public security organs cannot issue ordinary passports within the above time limit. With the approval of the person in charge of the exit-entry administration of provincial public security organs, the time limit for issuing ordinary passports can be extended to 30 working days.

Citizens can apply for an expedited ordinary passport under one of the following circumstances: going abroad to attend funerals or visiting critically ill patients; The entry permit or visa of the country of departure is about to expire; Go abroad urgently to attend the negotiation and signing of the meeting; The registration time for studying abroad is approaching, and the documents before going abroad are lost or damaged; Other urgent reasons identified by the exit-entry administration of the provincial public security organ need to leave the country immediately. For those who have the above-mentioned emergency reasons, the exit-entry administration organ of the public security organ shall require them to submit corresponding materials. If approved, the issuance of ordinary passports shall be examined and approved within 5 working days.
