The extended information and water resources department has the following internal institutions:

Organize and guide water administrative supervision and water administrative law enforcement, coordinate water disputes across provinces, autonomous regions and municipalities directly under the central government, and organize and investigate major water violations.

(6) Water resources management department. Undertake the related work of implementing the strictest water resources management system, organize the implementation of water resources water intake permit and water resources demonstration system, and guide the paid use of water resources. Guide the water distribution and supervise the implementation, and guide the ecological flow and water management of rivers and lakes. Organize the preparation of water resources protection planning and guide the related work of drinking water source protection. Organize the investigation and evaluation of water resources, and organize the compilation and publication of the national water resources bulletin. Participate in the preparation of water function zoning and guide the management of sewage outlets into the river.

(7) National Water Conservation Office. Formulate water-saving policies, organize the preparation and coordination of water-saving plans, and organize and guide planned and unplanned water-saving work. Organize the implementation of total water use control, water use efficiency control, planned water use and quota management system. Guide and promote the construction of water-saving society. Guide the development and utilization of unconventional water sources such as urban sewage treatment and reuse.

(8) Water Conservancy Engineering Construction Department. Guide the construction management of water conservancy projects, formulate relevant systems and organize their implementation. Organize and guide the appraisal and acceptance of water storage safety of water conservancy projects, and guide the reinforcement of important river dikes, important dangerous reservoirs and important sluices. Guide the supervision and management of water conservancy construction market and the construction of credit system of water conservancy construction market.

(9) Operation Management Department. Guide the management, protection and comprehensive utilization of water conservancy facilities, organize the formulation of reservoir operation and dispatching regulations, and guide the operation management and demarcation of water conservancy projects such as reservoirs, hydropower dams, dikes and sluices.

(10) rivers and lakes management office. Guide the management and protection of water areas and their coastlines, guide the development, management and protection of important rivers, lakes and estuaries, and guide the ecological protection and restoration of rivers and lakes and the connection of rivers and lakes. Supervise and manage river sand mining, guide the planning and planning of river sand mining, and organize the implementation of the review system of engineering construction schemes within the scope of river management.

(1 1) Department of Soil and Water Conservation. To undertake the comprehensive prevention and control of soil erosion, organize the preparation of soil and water conservation plans and supervise their implementation, organize the monitoring, prediction and announcement of soil and water loss, review the soil and water conservation plans of large and medium-sized development and construction projects and supervise their implementation.

(12) Rural Water Resources and Hydropower Department. Organize the construction and renovation of large and medium-sized irrigation and drainage projects, guide the construction and management of rural drinking water safety projects, and guide the work related to water-saving irrigation. Organize the development planning of rural hydropower resources, and guide the development of rural hydropower resources such as rural hydropower electrification, rural hydropower efficiency improvement and expansion, and small hydropower replacing fuel. Guide the construction of socialized service system of rural water conservancy. Undertake to coordinate water conservancy work in pastoral areas.

(13) Reservoir Immigration Department. To undertake the resettlement management and post-support work of water conservancy projects, organize the implementation of the acceptance, supervision and evaluation system of water conservancy project resettlement, review the resettlement planning of large and medium-sized water conservancy projects, organize the verification of the post-resettlement population of newly-built reservoirs, and coordinate and promote the counterpart support work.

(14) Supervision department. Supervise and inspect the implementation of major water conservancy policies, decision-making arrangements and key tasks. Organize the implementation of quality and safety supervision of water conservancy projects. To guide the safety production in the water conservancy industry, and to guide the safety supervision of reservoirs, hydropower dams and rural hydropower stations.

(15) flood and drought disaster prevention department. Organize the formulation of flood control and drought relief planning and protection standards, flood control and drought relief dispatching of important rivers, lakes and important water projects, and organize the implementation. To undertake the early warning of water regime and drought. Organize, coordinate and guide the safe construction, management and compensation of flood storage and detention areas, and undertake flood impact assessment of flood flooded areas, flood storage and detention areas and flood control protection areas.

(16) Hydrology Department. Organize and guide the national hydrological work, be responsible for the monitoring of hydrological and water resources (including water level, flow, water quality and other factors), and be responsible for the construction and management of the national hydrological station network. (17) Three Gorges Project Management Department. Guide and supervise the operation safety of the Three Gorges Project. Organize the acceptance of the Three Gorges Project. To undertake the organization, implementation, comprehensive coordination, supervision and management of the follow-up work plan of the Three Gorges Project.

(eighteen) South-to-North Water Diversion Project Management Department. Coordinate the implementation of major policies and measures related to the South-to-North Water Transfer Project. Organize the financial final accounts, audit and project acceptance of the South-to-North Water Transfer Project. Formulate the annual water supply plan for the South-to-North Water Transfer Project and organize the dispatching and implementation. Guide and supervise the project operation management. Organize the prophase and construction management of the follow-up project of South-to-North Water Transfer Project. Supervise and guide the local supporting projects.

(nineteen) water transfer management department. Undertake the analysis of cross-regional and inter-basin water resources supply and demand situation, guide the water resources dispatching and supervise the implementation, organize and guide the preliminary work of large-scale water transfer projects, and guide and supervise the dispatching management of cross-regional and inter-basin water transfer projects.

20. Ministry of International Cooperation, Science and Technology. To undertake international rivers, international cooperation and foreign affairs, formulate technical standards, regulations and norms for water conservancy industry and supervise their implementation, and organize major water conservancy scientific research, technology introduction and technology popularization.

Party committees of organs. Responsible for the party-mass work of Beijing municipal organs and directly affiliated units.
