Can children with Beijing green card attend high school in Beijing?
More than three years ago, in June 2003, the Beijing Municipal Personnel Bureau issued the Beijing Work Residence Permit, which was called "green card" by many people from other places who came to Beijing. The emergence of the "green card" once cheered all walks of life, especially the foreign workers in Beijing. It means that the "privilege" of Beijingers has been further broken, which has accelerated the injection of foreigners into Beijing, and Beijing has become more inclusive, pluralistic and humanized.
Foreigners who work in Beijing can be recommended by the employer after holding this certificate for three years. After being audited by the competent personnel department, they will be approved by the Municipal Personnel Bureau to go through the formalities of transferring to Beijing, and then their children will be exempted from management fees when they enter kindergartens and primary and secondary schools in Beijing. You can purchase affordable housing, handle driver's license and motor vehicle registration procedures in accordance with relevant regulations, and so on. In this way, they can work in Beijing with peace of mind and their children can receive a good education in the capital. For them, it is just around the corner to become a justified Beijinger. This is undoubtedly a very attractive cake But three years later, for parents facing their children's college entrance examination (college entrance examination news, let's talk about it), the cake changed its taste.
Three years later, people from other places who had expected to "become a full member" in Beijing were unhappy because new problems appeared. Because the "regularization" rule is too flexible, a large number of green card holders are still blocked from the hukou threshold. Moreover, the cardholder finds himself still a "migrant worker" in the face of many important interests. In 2003, some "green card" holders sent their children to Beijing to attend high schools. These children will take the college entrance examination in June 2007, but they can't take the college entrance examination in Beijing, so they can only go back to their hometown to take the college entrance examination.
A staff member of Beijing Personnel Bureau said that "green card" and hukou are two different things, and "green card" only allows cardholders to enjoy some treatment of Beijing citizens. At that time, the Opinions did not clearly stipulate whether students could take the college entrance examination in Beijing. Obviously, children with "green cards" can attend primary schools, junior high schools and senior high schools in Beijing without borrowing fees. The education department said it had nothing to do with the Ministry of Education. However, the Beijing Higher Education Office said that it can't be managed at all, and candidates for the college entrance examination can only go back to the original test center.
Going back to my hometown to take the exam caused controversy.
Children of foreigners who hold a "green card" can't take the college entrance examination in Beijing, and the green card can't help them solve all the problems of "non-Beijing hukou". Many parents think that they all have proper jobs and stable residences in Beijing. Their children have actually lived and received high school education in Beijing for a long time, and some have been studying in Beijing since elementary school and junior high school. These children are essentially different from those "college entrance examination immigrants" who have not actually lived and received high school education in the place where they moved in, and used the difference of admission scores between provinces before signing up for the national unified entrance examination for ordinary colleges and universities, and obtained the qualification to apply for the examination and more admission opportunities in provinces with lower scores through the formalities of abnormal household registration transfer. The Ministry of Education's "Regulations on the Enrollment of Ordinary Colleges and Universities in 2006" clearly points out that "the provincial admissions committees can make specific supplementary provisions on the registration conditions, time and related requirements in accordance with the principle of combining candidates' household registration with a certain number of years of high school study in the region, combined with the actual situation in the region. "It is understood that at present, Shanghai, Tianjin, Guangzhou and other places have also allowed the accompanying children with work residence permits to participate in the college entrance examination enrollment in accordance with the above spirit of the Ministry of Education.
Mr. Zhong, who already has a green card, quipped that although many people have work residence permits in Beijing, this only shows that they are the talents needed by Beijing, and does not mean that spouses and children enjoy the same treatment as Beijing citizens. Admission to kindergartens and primary and secondary schools in Beijing is free of borrowing management fees, which is a great "gift". As for the college entrance examination in Beijing, you must have a Beijing hukou first. Only then did I find that "equal treatment" was not as good as I thought.
According to the regulations, children with "green card" will go back to their hometown to take the exam if they have not moved to registered permanent residence on June 5438+ 10/0, 2007. This is difficult for parents and children to accept-different textbooks, different education methods and different examination questions. How do students who have been studying in senior high school in Beijing for three years cope with the mother tongue exam? What difficulties will they face in the college entrance examination?
It is difficult to declare a Beijing hukou.
So, is it necessary to change into an account just by applying? To this end, the reporter contacted a grassroots worker who has been engaged in household registration for decades. The person who asked not to be named told reporters that since the post-application evaluation standards and systems mentioned before have not yet been introduced, "even if the application is made, it will be put on hold indefinitely."
In fact, people who apply for the "Beijing Green Card" should understand in their hearts that those who have held the "Work Residence Permit" for three years can apply for talent introduction procedures according to their ability and performance after being evaluated and recommended by the employer. Not that once the application is successful. However, many people still only see the time point of "three years", ignoring that there are so many attributives behind, which determines that it is very difficult to have a Beijing hukou even if you want to become a Beijinger with a green card. Moreover, the regulations do not say that children can take the college entrance examination in Beijing as long as they have a green card. This green card just opens a window and shows the owner hope. Opening the door requires the joint efforts of all parties.
As early as 2004 and 2005, Han Zhijun, a member of the Beijing Municipal Committee of the Chinese People's Political Consultative Conference, put forward a proposal at the two sessions in Beijing, adding the college entrance examination clause to the "Beijing Work Residence Permit" system. He said that people with green cards start businesses in Beijing, buy houses and cars, and take root in Beijing, but the unsolved problem is that children are admitted to universities. This issue is not stipulated in the "system", and many children of migrant workers in Beijing can only go back to their original residence to apply for the exam. It is unfair that they went to primary school, junior high school and even high school in Beijing according to the regulations, but they could not compete with Beijing students in the college entrance examination. Moreover, the college entrance examination papers in Beijing and other places are different, and the teaching is inconsistent, so it is difficult to return to the college entrance examination in my hometown. On this big issue related to children's future, foreign talents have not felt the "national treatment".
Han Zhijun believes that it is not difficult to implement the "Beijing Work Residence Permit" system, and it is necessary to add provisions for children's college entrance examination. Of the more than 30,000 certified foreign talents, only more than 1,000 children take the college entrance examination every year, which will not affect Beijing students. In order to prevent someone from using this policy to cheat, it is possible to stipulate the number of years that candidates study in Beijing and the number of years that their parents work in Beijing, such as more than three years, to further improve operability. Although only a few candidates benefit each year, it can greatly improve the gold content of "citizen treatment" and better reflect the Beijing Municipal Government's concern for foreign talents.
