Graduates of ordinary colleges and universities (hereinafter referred to as college graduates) are valuable human resources in China. At present, affected by the international financial crisis, the employment situation in China is very severe, and the employment pressure of college graduates is increasing. All regions and relevant departments should put the employment of college graduates in the first place in the current employment work, take practical and effective measures to broaden employment channels, encourage college graduates to work in urban and rural grassroots, central and western regions and small and medium-sized enterprises, encourage self-employment, and encourage key enterprises and scientific research project units to absorb and stabilize the employment of college graduates. In order to further strengthen the employment of college graduates, with the consent of the State Council, the relevant issues are hereby notified as follows:

First, encourage and guide college graduates to find jobs in urban and rural areas. Encourage college graduates to actively participate in the construction of new socialist countryside, urban community construction and enlistment. Focusing on grass-roots social management, public services, production services, life services, rescue services and other fields, we will vigorously develop grass-roots social management and public service posts suitable for college graduates' employment, and guide college graduates to work at the grassroots level. For college graduates engaged in social management and public service in rural grass-roots units and urban communities who meet the employment conditions of public welfare posts and are employed in public welfare posts, social insurance subsidies and public welfare post subsidies shall be given in accordance with the current national employment promotion policies, and the required funds shall be charged from the special employment funds; Those who are employed in other social management and public service posts in rural grass-roots units and urban communities are given wages or living allowances, and the required funds are solved according to existing channels, and at the same time, they are required to participate in relevant social insurance. For college graduates who are employed in rural grass-roots units below the county level in the central and western regions and hard and remote areas and who have performed a certain period of service, as well as college graduates who have been recruited for compulsory military service, corresponding tuition fees and student loan compensation shall be implemented according to regulations. For college graduates with grassroots work experience, priority should be given to postgraduate recruitment and institution selection, and the proportion of civil servants should be further expanded when the party and government organs at or above the prefecture level recruit civil servants.

We will continue to implement and improve special projects for grass-roots employment and expand the scope of the projects. Relevant departments continue to strengthen the organization and leadership of relevant projects, and the provincial people's government is responsible for the policy convergence between grassroots employment projects. In 2009, the relevant departments of the central government continued to organize and implement projects such as "sending college graduates to work in villages", "three supports and one support" (supporting education, agriculture, medicine and poverty alleviation), "Volunteer service plan for college students in the western region" and "special post plan for school teachers in rural compulsory education stage". All localities should also carry out local projects according to local conditions to encourage and guide more college graduates to register. College graduates are encouraged to stay in local employment after the end of the project, and all the corresponding natural attrition vacancies will employ college graduates whose service expires in the future. Give living allowance to college graduates who participate in the project, and the required funds will be solved according to the current funding channels, and at the same time participate in relevant social insurance according to regulations. The measures for the connection of special project-related treatment policies shall be separately studied and formulated by Ministry of Human Resources and Social Security, Ministry of Finance, Ministry of Education, Organization Department of the Central Committee and the Central Committee of the Communist Youth League.

Second, encourage college graduates to work in small and medium-sized enterprises and non-public enterprises. Small and medium-sized enterprises and non-public enterprises are the main channels for college graduates to obtain employment. It is necessary to further clear up the institutional obstacles and restrictions that affect the employment of college graduates, and provide college graduates with services such as file management, personnel agency, social insurance handling and connection, professional title evaluation, and rights protection, so as to form a social environment conducive to college graduates' employment in enterprises. For enterprises to recruit non-local registered college graduates, all localities and cities should cancel the restrictions on settlement (municipalities directly under the Central Government shall implement them according to relevant regulations). Enterprises that recruit qualified college graduates can enjoy relevant employment support policies according to regulations. Small labor-intensive enterprises that employ registered unemployed college graduates in cities and towns and other registered unemployed persons to reach the prescribed proportion can enjoy the support of small secured loans of up to 2 million yuan according to regulations.

Three, encourage key enterprises and scientific research project units to actively absorb and stabilize the employment of college graduates. Encourage large and medium-sized state-owned enterprises, especially innovative enterprises, to create conditions to attract more college graduates with technical expertise to find jobs. Give full play to the role of high-tech development zones, economic and technological development zones and high-tech enterprises in attracting the employment of college graduates, and strengthen the training, use and reserve of talents. In implementing the work of supporting difficult enterprises to stabilize the workforce, all localities should guide enterprises not to lay off employees or lay off fewer employees, and retain more technical backbones of college graduates. Enterprises with difficulties that meet the requirements can be given social insurance subsidies or post subsidies within 6 months in 2009 according to regulations, which will be paid by the unemployment insurance fund; Difficult enterprises to carry out on-the-job training, according to the provisions of financial subsidies. Units undertaking major national and local scientific research projects should actively hire outstanding college graduates to participate in the research, and their labor expenses and related social insurance premium subsidies shall be charged from the project funds according to regulations. The specific measures shall be studied and formulated by the departments of science and technology, education and finance. During the period of college graduates participating in the project research, their accounts and files can be stored in the talent exchange center where the project unit or family members are located before entering the school. After the expiration of employment, employees can be renewed or employed in other positions according to their work needs. The length of service after employment is combined with the working time during the project research period, and the social insurance payment period is calculated continuously.

Four, encourage and support college graduates to start their own businesses. Encourage colleges and universities to actively carry out entrepreneurship education and practical activities. For college graduates who meet the requirements of self-employment, administrative fees are exempted, existing preferential tax policies and business place arrangements are implemented, and employment of the disabled, re-employment of laid-off workers and development of small and medium-sized enterprises and high-tech enterprises are encouraged. Unemployed self-employed college graduates registered in local public employment service agencies may apply for a small secured loan of not more than 50,000 yuan if their self-raised funds are insufficient; For partnership and organized employment, the scale of loans can be appropriately expanded according to regulations; Those who engage in low-profit projects stipulated by the local government can enjoy discount support as required. For college graduates who are willing to start a business, vocational training subsidies are given in accordance with regulations. Strengthen entrepreneurship guidance services for college graduates, and provide "one-stop" services such as policy consultation, project development, entrepreneurship training, entrepreneurship incubation, microfinance, entrepreneurship guidance and follow-up counseling. All localities should build and improve a number of college students' pioneering parks and business incubation bases with small investment and quick results, and give relevant policy support. Encourage and support college graduates to find jobs flexibly in various forms and protect their legitimate rights and interests. Those who meet the requirements can enjoy the social insurance subsidy policy.

Five, strengthen the employment service and employment guidance for college graduates. Give full play to the role of human resources market in allocating resources and strengthen the function of public employment service. Departments of human resources, social security, education and universities should strengthen cooperation, adopt various ways such as online recruitment, special recruitment, supply and demand fairs, and employers entering the campus, and vigorously carry out a series of employment services for college graduates, so as to provide more, faster and better free employment information and various employment services for college graduates this year. Colleges and universities should strengthen employment guidance for college students, offer employment guidance courses as compulsory courses, and focus on helping graduates understand employment policies, improve job-seeking skills and adjust employment expectations. Strengthen the construction of employment guidance service institutions in colleges and universities, and implement personnel, venues and funds. Strengthen the management of human resources market, crack down on illegal activities, strengthen the security of recruitment activities, and safeguard the employment rights and interests of college graduates.

Sixth, improve the employability of college graduates. Vigorously organize internship practice for the purpose of promoting employment, and ensure that college graduates can participate in internship practice activities before leaving school. Improve the internship system for unemployed college graduates who have left school, and encourage trainee units to give priority to recruiting trainee college graduates. During the probation period, the probation unit and the local government provide basic living allowances. Expand a number of employers with strong social responsibility and standardized management as internship bases for college graduates. Since 2009, it has taken three years to organize 1 10,000 unemployed college graduates to participate in internships. Strengthen the skills training of students in higher vocational colleges, implement the "double certificate" system of graduation certificate and vocational qualification certificate, and strive to make qualified fresh graduates of related majors obtain corresponding vocational qualification certificates through vocational skill appraisal. According to the needs of college graduates, the human resources and social security department provides special or other forms of vocational skill appraisal services, and the education department and colleges and universities should actively cooperate. College graduates who meet the conditions of people with employment difficulties shall be given identification subsidies according to regulations.

Seven, strengthen the employment assistance for difficult college graduates. For college graduates from poor families, colleges and universities can give appropriate job-seeking subsidies according to the actual situation. When recruiting civil servants and public institutions, organs at all levels are exempt from registration fees and medical examination fees for college graduates from poor families. For college graduates who have not returned to their original places after leaving school, the local public employment service agencies should find out the base, provide free services such as policy consultation, career guidance, career introduction and personnel file keeping, and organize them to participate in employment internships, vocational skills training and other activities to promote employment. For registered unemployed college graduates, all localities should incorporate them into the local unemployment support policy system. For college graduates with employment difficulties and college graduates from zero-employment families, we will implement one-on-one vocational guidance, focus on recommending employers, public welfare job placement and other assistance measures, and implement employment assistance policies such as social insurance subsidies and public welfare job subsidies according to regulations.

Eight, strengthen leadership, clear responsibility. All localities should strengthen the organization and leadership of the employment of college graduates, incorporate the employment of college graduates into the overall local employment planning, make overall arrangements, determine the objectives and tasks, implement the target responsibility system, and strengthen work assessment and supervision. All relevant departments should give full play to their functions and responsibilities. Human resources and social security departments at all levels should take the lead in formulating and implementing employment policies for college graduates, and do a good job in employment guidance and employment services for college graduates after leaving school. The education department should guide colleges and universities to strengthen employment guidance and services for students and continue to deepen the reform of higher education. The financial department shall, according to the employment situation and actual needs of college graduates, make overall arrangements for funds to promote the employment of college graduates. Other relevant departments should conscientiously perform their duties, strengthen coordination and cooperation, and jointly promote the work. We should vigorously promote the employment of college graduates, guide them to establish a correct concept of employment and success, and form a good public opinion environment for the whole society to promote the employment of college graduates through multiple channels. All localities should, in accordance with the requirements of this circular and in light of local conditions, formulate effective policies and measures, work creatively, and do everything possible to promote the employment of college graduates.
