This scheme is a quota-based immigration absorption scheme, which aims to attract new high-tech talents or talents without entry and right of abode in Hong Kong to settle in Hong Kong, so as to enhance Hong Kong's competitiveness in the global market. Successful applicants do not need to be employed by local employers before coming to settle in Hong Kong. All applicants must first meet the basic qualification requirements, and then they can get scores according to one of the two scoring systems set in the plan and compete with other applicants for places. The two scoring systems are "comprehensive scoring system" and "achievement scoring system". The approved applicant can bring his spouse and unmarried and dependent children under 18 to Hong Kong, as long as he can bear the living and accommodation expenses of the dependent in Hong Kong by himself and does not need to rely on public assistance.
