Article 3 River management adheres to the principles of giving priority to flood control, giving priority to ecology, scientific planning, comprehensive management, emphasis on protection, and rational utilization. Article 4 People's governments at the municipal and county levels shall strengthen leadership over river management, incorporate river management into national economic and social development plans, and include the funds required for river construction, repair and maintenance, ecological water replenishment, management and operation, etc. into the fiscal budget at the same level .

Encourage and guide social capital to participate in river management in accordance with the law. Article 5 The water administrative departments of the people's governments at the municipal and county levels are the river courses administrative departments within their respective administrative regions and are responsible for the management of river courses within their respective administrative regions. Departments of development and reform, finance, natural resources and planning, housing and urban-rural construction, urban management, ecological environment, agriculture and rural areas, transportation, administrative approval and other departments should work together in accordance with their respective responsibilities. The township (town) people's government and sub-district offices shall do a good job in the management of rivers in the region in accordance with their prescribed responsibilities. Village (resident) committees shall assist in the management and cleaning of rivers within the area. Article 6: Any unit or individual has the obligation to protect the safety of river embankments and participate in flood control and rescue operations, and has the right to discourage, complain and report violations of river management laws and regulations. Chapter 2 Regulation and Construction Article 7 The regulation and construction of river courses shall comply with the comprehensive river basin planning and urban flood control planning, comply with the flood control standards, navigation standards and other relevant technical requirements prescribed by the state, maintain the safety of embankments, and maintain the stability and flow of the river. Article 8 The water administrative department shall organize the implementation of river regulation and construction in accordance with the river regulation and construction plan.

River regulation and construction should strengthen embankment and bank protection greening work, rationally arrange ecological greening, cultural landscape, leisure and entertainment and other facilities, protect ecological functions and historical features of rivers, maintain the natural form of rivers, and prevent soil erosion and River sedimentation and beautification of the river environment. The greening of embankments and bank protections shall not use plants that have a negative impact on the embankment project and the ecological environment. Article 9 New construction, expansion, reconstruction of bridges, docks, roads, culverts, ferries, pipelines, cables, water intake, drainage and other engineering facilities across rivers, across rivers, across embankments, and adjacent to rivers within the scope of river management shall comply with the national and In accordance with the provincial flood control standards, technical requirements and relevant plans, construction projects must be submitted to the administrative approval department with jurisdiction for review and approval in accordance with the law.

When reviewing applications for new construction, expansion, and reconstruction construction projects, the administrative approval department may, in accordance with relevant national regulations, require the applicant to provide a report on the impact on the functions of the water conservancy project and a flood control evaluation report.

If the nature, scale, and location of an approved construction project change significantly, or if construction does not start within three years from the date of approval, the project shall be re-submitted to the administrative approval department with jurisdiction in accordance with the law. Approval procedures. Article 10 The water administrative department shall be responsible for the supervision and management of construction activities as well as buildings, structures, facilities, etc. within the scope of river management. Relevant units and individuals shall accept the supervision and management of the water administrative department in accordance with the law. Article 11 The water administrative department shall organize regular inspections of buildings and facilities such as culverts, pumping stations, and buried pipelines and cables that have been built on the embankment. If they do not meet the safety requirements of the project, they shall be ordered to rebuild within a time limit. Article 12 The construction and development of towns and villages shall not occupy river flats and berms. When formulating and reviewing urban and rural plans along the river, the natural resources and planning authorities should seek the opinions of the water administrative authorities in advance. Article 13: The available land increased due to the construction of reservoirs and river regulation belongs to the state and will be used by the people's governments at the municipal and county levels for resettlement, river management and regulation with priority. Article 14 County-level boundary river management shall abide by the following regulations:

(1) Without the approval of the municipal water administrative department, no unit or individual may expand drainage or water on boundary rivers or channels. Divert water, set up barriers to block water, or reduce the cross-section and water-passing capacity of rivers and channels;

(2) Without the approval of the municipal water administrative department, no unit or individual may build water-carrying, water-carrying or water-carrying structures in rivers or channels. Water retaining and water storage projects and projects that are harmful to the interests of adjacent areas;

(3) When disputes arise over river management, they should be resolved through consultation. If the negotiation fails, the Municipal People's Government will make a decision. Chapter 3 Management and Protection Article 15 The specific management scope of river courses shall be delineated and announced to the public by the people's governments at the municipal and county levels. Article 16 The waters, sandbanks, beaches, embankments and berms on both sides of the river within the scope of river management shall be managed by the water administrative department, and no unit or individual may illegally occupy them.
