The second phase project of diverting water from the Yangtze River to Huaihe River is an important part of the water transfer project system, which has been included in the national major water conservancy project to be started in 2020-2022. In order to ensure the smooth progress of the second phase project of diverting water from the Yangtze River to Huaihe River.

According to the relevant provisions of the Regulations on Land Requisition Compensation and Resettlement for Large and Medium-sized Water Conservancy and Hydropower Projects (Order No.679th of the State Council), we hereby notify you as follows:

1. From the date of issuance of this notice to February 3, 2025, the second phase of the South-to-North Water Transfer Project will stop capital construction and control the population migration scope, covering 1 1 48 towns and villages in/city (see annex for details). The specific scope shall be announced separately by the project legal person according to the project feasibility study report and attached drawings.

Second, in the above-mentioned areas, without the approval of the provincial people's government, no unit or individual may build, rebuild or expand projects, develop land to build houses and other facilities, or plant perennial cash crops and trees.

Three, in addition to the normal transfer after going through the relevant formalities in accordance with the regulations, couples take refuge and minor children move or take refuge, and active servicemen who have retired from active service, college graduates and released prisoners return to their original places of residence, it is strictly forbidden for the population to move into the above areas. Babies born in the above areas are not restricted. The dead population should be cancelled in time according to the regulations.

Four, the people's government where the project is located should earnestly strengthen leadership, strictly implement the relevant provisions, and stop the above-mentioned areas from carrying out capital construction and population migration in violation of regulations according to law.

Five, the project legal person in conjunction with the local people's government of the project, in accordance with the relevant provisions of the above-mentioned regional project land acquisition physical indicators for investigation, registration, verification, after the signature of the immigrant heads of households or relocation units, file a card, the local people's government signed opinions.
