Compensation standard for diverting water from Yangtze River to Huaihe River

Diversion from the Yangtze River to Huaihe River is a national key water conservancy project. If large and medium-sized water conservancy and hydropower projects requisition cultivated land, the sum of land compensation fees and resettlement subsidies is 16 times of the average annual output value of the cultivated land in the first three years. Land compensation fees and resettlement subsidies can't make the immigrants who need resettlement maintain their original living standards, and if the standards need to be improved, the project legal person or the competent department of the project shall report to the project examination and approval department for approval. The standards of land compensation and resettlement subsidies for the expropriation of other land shall be implemented in accordance with the standards stipulated by the provinces, autonomous regions and municipalities directly under the Central Government where the project is located. The compensation standards for scattered trees and young crops on the expropriated land shall be implemented in accordance with the standards stipulated by the provinces, autonomous regions and municipalities directly under the Central Government where the project is located.

The law stipulates: Article 22 of the Regulations on Compensation and Resettlement for Land Acquisition of Large and Medium-sized Water Conservancy and Hydropower Projects in the State Council: If large and medium-sized water conservancy and hydropower projects requisition cultivated land, the sum of land compensation fee and resettlement subsidy shall be 16 times of the average annual output value of the cultivated land in the three years before requisition.
