2. 1. 1 agreed text structure

There are 17 articles in the STCW text, which set forth and stipulated the purpose of formulating the Convention, the obligations of States parties, the interpretation of terms used in the Convention, the scope of application, information exchange, relations with other treaties, certificates, exemption certificates, transitional measures, equivalent measures, supervision, technical cooperation, amendment procedures and forms of accession to the Convention.

2. 1.2 Scope of application (Article 3 of the Convention)

The scope of application of this convention is limited to seafarers who have the right to fly the national flag of the contracting States and work on seagoing ships. The "seagoing ship" mentioned here refers to ships other than those sailing in inland waters, sheltered waters, areas suitable for Hong Kong and India or their nearby waters.

Except for seafarers working on the following ships:

2. 1.3 Amendment to the Convention (Article 12 of the Convention)

There are two procedures for amending the convention: the amendment after deliberation by the International Maritime Organization and the amendment at the meeting.

2. 1.4 Entry into force of the Convention (Article 14 of the Convention)
