Do immigrants have records at the embassy?

In most cases, China's consular offices abroad do not know the personal information of China citizens abroad, which means that your friend is in New Zealand, and China's Embassy in Wellington or Consulate General in Auckland does not know where he is and what he is doing. It stands to reason that China citizens who have settled overseas for a long time are obliged to declare and add notes to China's consular offices abroad (you can see it on the back cover of their passports), but it seems that few people have implemented this policy, at least I have never seen it. But this is not absolute. You can try it, because many China citizens abroad have been to the local consulate to apply for documents, such as passport extension, so they have records in the consulate or embassy.
