At present, most small intermediaries without contracts are operating illegally. If you don't believe me, just ask them to show you their business license. There are no more than 900 qualified intermediary companies in China.

Then I'll give you some methods about how to identify the intermediary:

1. Look at the business scope in the business license of the enterprise. No matter what the name of the enterprise is advertised, everything is subject to the business license. At present, formal foreign-related intermediaries in China have a registered capital of at least RMB 5 million, which requires strict examination and approval procedures. Generally, they can get a formal business license, and they all have certain qualifications. Relatively speaking, most fake intermediaries do not have the business scope of foreign-related labor services, and the common ones are translation, consulting and other non-foreign business scope. Once an enterprise holds such a license, it is illegal to operate intermediate business.

2. Just look at its past case handling experience, no matter how good it sounds, if it can't provide past case handling cases and can't pass the official verification one by one, it is actually a weak enterprise. Everything is based on grades.

3. Finally, it depends on the intermediary contract it provides, whether the signing unit above is the unit on the business license, whether the intermediary's money is remitted to the company account on the license instead of the personal account, and whether the terms on the refund are too harsh.
