Legal basis: "Law of the People's Republic of China on the Prevention and Control of Infectious Diseases" Article 43 When an outbreak or epidemic of Class A or B infectious diseases occurs, the local people's government at or above the county level shall report to the previous The people's government at the provincial level may decide to declare part or all of its administrative region as an epidemic area; the State Council may decide and declare an epidemic area across provinces, autonomous regions, and municipalities directly under the Central Government. Local people's governments at or above the county level may take emergency measures stipulated in Article 42 of this Law in the epidemic area, and may implement health quarantine on personnel, materials and vehicles entering and exiting the epidemic area.

The people's governments of provinces, autonomous regions, and municipalities directly under the Central Government may decide to blockade epidemic areas of Class A infectious diseases within their own administrative regions; however, blockade of epidemic areas in large and medium-sized cities or blockade of epidemic areas across provinces, autonomous regions, and municipalities directly under the Central Government , and the blockade of epidemic areas leading to the interruption of trunk transportation or the blockade of national borders shall be decided by the State Council.

The lifting of the blockade in epidemic areas shall be decided and announced by the original decision-making authority.
