Now, on behalf of the Municipal People's Government, I will make a work report to the General Assembly for your consideration, and invite CPPCC members and comrades attending the meeting to express their opinions.

I. Work Review in 2009

2009 is the most difficult year for our city's economic development since the new century. Over the past year, under the strong leadership of the Municipal Party Committee, with the supervision and support of the Municipal People's Congress and CPPCC, the municipal government has United and led the people of the whole city, closely focused on the main line of "ensuring growth, people's livelihood, stability and promoting scientific development", actively responded to the severe challenges of the international financial crisis, strengthened the urgent consciousness of turning crisis into opportunity, strengthened the confidence and determination to transcend the curve, established the service concept of building an entrepreneurial society, effectively promoted all work, and successfully completed the annual goal.

It is preliminarily estimated that the annual GDP will reach11500 million yuan, an increase of 18%. The fiscal revenue was 654.38+0.52 billion yuan, an increase of 2,654.38+0.4%. The fixed assets investment of the whole society/kloc-0.5 billion yuan, up by 48.3%. The total retail sales of social consumer goods was 3.2 billion yuan, an increase of 23.5%. The total import and export volume was $654.38+0.2 billion, of which $96 million was exported. The average wage of employees on the job is 37,000 yuan, and the per capita net income of farmers is 7,700 yuan, increasing by 20% and 15% respectively. The energy consumption per unit of GDP decreased by 4.5%, and the discharge of major pollutants decreased by more than 4%. Over the past year, we have mainly focused on the following five aspects:

First, do everything possible to maintain growth and achieve steady and rapid economic development.

At the beginning of the year, we closely combined with the actual situation, promptly and decisively introduced a package of policies and measures to ensure growth, and tried every means to raise more than 654.38 billion yuan to tide over the difficulties with enterprises. Solidly carry out the activities of "entering enterprises and solving difficult problems", select 53 key projects and 100 difficult enterprises, and implement assistance measures one by one. Hold three matchmaking meetings between government, banks and enterprises, and * * * provide loans to 330 small and medium-sized enterprises 1, 7 1 billion yuan, and strive to solve the financing problems of small and medium-sized enterprises. Earnestly implement the system of monthly evaluation and bimonthly scheduling of economic work, insist on going out to attract investment every month and holding a centralized project commencement ceremony. In the second half of the year, in view of the difficulties encountered in the development of some industries and enterprises, the municipal government acted quickly to formulate specific measures and implement classified guidance in encouraging enterprises to go public, accelerating the development of service industry, and standardizing and upgrading the development of wear-resistant casting industry. The organization and implementation of the "Hundred Flowers Campaign" for development zone construction and investment attraction have achieved remarkable results. Generally speaking, we have assessed the situation, responded positively, withstood multiple tests, and maintained a good momentum of steady and rapid economic development. In terms of industries, there are 22 large-scale enterprises and 4 billion-dollar enterprises, with a total of 254 large-scale enterprises and 30 billion-dollar enterprises. The added value of industrial enterprises above designated size was 5.08 billion yuan, an increase of 33.3%. 2 1 technical renovation project and 18 key industrial project were completed and put into operation. Two provincial enterprise technology centers and three provincial engineering technology centers were added. There are 4 new high-tech enterprises, 8 provincial private high-tech enterprises and 26 high-tech products. The total number of high-tech enterprises reached 29, with a total output value of 7.5 billion yuan, accounting for 39% of the total industrial scale. In the whole year, 450 patents were applied for, an increase of 2.8 times; Authorized patents 160, increasing by 2 times. The trademark "Dinghu" was recognized as a well-known trademark in China, and four provincial-level famous brand products and seven famous trademarks were added. Successfully passed the re-evaluation and acceptance of the capital of wear-resistant castings in China, and the provincial wear-resistant material quality supervision and inspection center officially approved the construction. In agriculture, the "583" campaign of agricultural industrialization was further promoted, and the added value of agriculture was 654.38+0.3 billion yuan, an increase of 6%. Five provincial farmers' professional cooperatives were added. Newly built standardized breeding communities 15, and the number of poultry hatched and raised reached1.200 million. 450 hectares of economic forests were added, and provincial leading forestry enterprises were established 10. The service industry developed well, and the added value of the tertiary industry reached 3.8 billion yuan, an increase of 1 1%. In the whole year, it received 2,065,438+million tourists, an increase of 25%, and the total tourism revenue was 950 million yuan, an increase of 47%. Ningguo International Hotel was rated as a four-star tourist hotel. The real estate market rebounded healthily, and modern service industries such as finance and logistics accelerated.

Second, make every effort to protect people's livelihood and promote all-round progress in various undertakings.

Carefully organize and implement 42 livelihood projects with a total investment of 280 million yuan. The social security system was further improved, the new rural cooperative medical system and medical insurance for urban residents were promoted simultaneously, and 7.32 million yuan of old-age insurance for landless farmers was distributed. 7865 new urban jobs were created. Completed 3920 skills training for migrant workers, 3907 training for new farmers, and transferred more than 7390 rural laborers. Newly-built low-rent housing1.2000 square meters, and distributed low-rent housing subsidies of 2 million yuan, which solved the housing security problem of 1.366 families with difficulties. The minimum living standard in urban and rural areas has been improved, six rural nursing homes have been rebuilt and expanded, and various forms of social assistance systems such as minimum living standard, five guarantees, disabled people, poor students and major diseases have been initially established. The support funds for the later period of resettlement reached 654.38+0.65, 438+0.69 million yuan. The newly built, renovated and expanded school building was 4 1.500 square meters, and Ningyang School was put into use as scheduled. The implementation of the performance pay system for teachers in compulsory education has further improved the treatment of primary and secondary school teachers. Cash all kinds of family planning incentive funds of 3.78 million yuan, and control the natural population growth rate within 2.2‰. Strengthen the construction of public health system and rebuild 2 township hospitals and 3 village clinics. Complete the cable TV network construction in nanshan park and its suburbs, and implement the 1 10 natural village radio and television "every village is connected" project. Six township comprehensive cultural stations and 19 farmer's bookstore have been built. Successfully passed the re-evaluation and acceptance of the national culturally advanced cities. Strive to improve the level of urban construction and management. Construction projects related to people's livelihood, such as sewage treatment plants and garbage disposal sites, were put into trial operation. Ci 'an Road and Wu Fang Road were basically completed, 12 back streets and alleys were rebuilt, and the first-phase greening project of Hushan Forest Park was completed. Implement the third round of urban sanitation system reform, and pay attention to environmental sanitation improvement along provincial roads. More than 30,000 square meters of urban demolition were completed, and more than 4,000 square meters of illegal demolition were completed. Provincial demonstration towns 1 each, demonstration villages 10. The village group will build 75km cement road, and Qiao Mei Road, Zhuangfeng Road and Huiyang Road will be opened to traffic. Cash policy, agricultural insurance 2.87 million yuan. 56 rural household biogas service outlets have been built. 30 18 toilets were renovated in rural areas. Seven small reservoirs were reinforced. Solved the problem of safe drinking water for 23,000 people. The "new network" project was implemented. Completed the task of clearing and checking the local grain reserves and rotating them, and digested the bad debts of the grain system. Revise the overall land use planning, and carry out the second land survey and special actions to investigate and deal with illegal land use.

Third, go all out to maintain stability and strive to maintain social harmony and tranquility.

In-depth activities such as leading cadres opening doors to receive visits and visiting with cases were carried out, efforts were made to resolve the backlog of letters and visits, and a number of hot and difficult issues reflected by the masses were solved. Conscientiously implement the measures of "Year of Safe Production", deepen the special treatment of high-risk industries such as coal mines, fireworks and firecrackers, and ensure the overall stability of safe production. Pay close attention to road traffic safety and be named "Safe and Smooth City" by the Ministry of Public Security. Conscientiously implement the food safety law, carry out special rectification of bean products industry, and vigorously rectify and standardize the food and drug market. Efforts were made to improve the level of emergency management, and scientific arrangements were made for the prevention and control of influenza A (H 1N 1) and hand, foot and mouth disease, and no major epidemic occurred. Investigate 90 1 geological disasters, and rectify key geological disasters such as Xiaxi 16. Effectively responded to the "8. 10" typhoon "Morakot" and achieved a comprehensive victory in flood control and disaster relief. People's armed forces, national defense mobilization, "double support", special care and resettlement, and civil air defense construction were solidly carried out, and the winter conscription task was successfully completed. Carry out national unity and progress activities in depth. Vigorously promote the construction of a safe country, earnestly do a good job in the comprehensive management of social security, severely crack down on all kinds of criminal activities, and effectively maintain social stability during major events such as the 60th anniversary of the National Day. It was rated as an advanced city in the comprehensive management of social security in China.

Fourth, the combination of distance and distance will lay a solid foundation and enhance the new impetus of scientific development.

The Seventh Plenary Session of the 12th CPC Central Committee made a decision to be the vanguard of scientific development in the whole province, and planned a grand blueprint for the future development of Ningguo. In promoting all the work, the municipal government, in accordance with the general requirements of "three steps", not only focuses on the long term, but also based on the current situation, conscientiously implements the three-year action plan and leads scientific development to a higher level. Focusing on enhancing the carrying capacity of development, we actively raised 570 million yuan to promote the construction of supporting facilities in nanshan park and Helixi Park. A number of road projects such as Bali Road and Binkou Road were implemented, which further opened the framework of the park. The development zone was rated as a provincial-level electronic information industry professional park. Start the construction of medical device industrial park and actively explore a new development model of "enclave economy". Planning the port eco-industrial park with a high starting point and high standards has expanded the future development space. In 200 1 year, there were 56 newly started enterprises and 45 put into production in provincial development zones. Focus on enhancing the vitality of development and vigorously promoting the construction of financing platforms. The financial listing office was established, the stock was successfully issued, Jiangnan Chemical Company realized the restructuring and share expansion, Sun Poultry Industry accelerated the pace of overseas listing, and focused on cultivating 10 listed reserve enterprises. Ningguo Sub-branch of Bank of Shang Hui is under preparation, and the rural cooperative bank restructured from credit cooperatives has been approved for preparation. Three small loan companies have been established. All kinds of new loans in the whole year were 654.38+0.3 billion yuan. Vigorously promote the enterprise's "second venture" and national entrepreneurship, Fengxing Group and Anhui ruitai Company joined forces, Xinma Wear-resistant and Hefei Cement Research Institute successfully married, and Huapu Building Materials and China Building Materials Group accelerated their cooperation. There are 4 18 private enterprises and 2,804 individual industrial and commercial households. Focusing on strengthening the development potential, we will fully plan and promote the construction of a number of major projects. Construction of Xuancheng-Ningguo section of Ningxuanhang Expressway and Ningguo-Jixi section of Yangji Expressway started, and the preliminary work of Ningguo-Qianqiuguan section of Ningxuanhang Expressway was further accelerated. Qianqiuguan tunnel was completed and opened to traffic. The preliminary work of anhui-jiangxi railway Passenger Dedicated Line, electrification transformation of existing lines, pipeline natural gas and other projects was effectively promoted. Add12 "861"project, bringing the total number to 42. Strive for the central government to increase investment by 73.4 million yuan and drive social investment by 390 million yuan. In 20001year, the domestic investment was 9.28 billion yuan, up 77.4%, and the actually utilized foreign capital was 50.57 million dollars, up 26%. Efforts will be made to establish a new mechanism for scientific development, give prominence to planning first, and steadily promote the construction of the "five districts". The conceptual master plan of the main urban area was compiled, and the master plan of tourism development and the revision of the regulatory detailed plan of Qinglong Bay original ecological tourism resort were initiated. The construction plan of the pioneer area of the demonstration area of industrial transfer in Wanjiang city belt passed the expert review. It has been identified as a provincial-level experimental zone for the integration of informatization and industrialization and a comprehensive experimental zone for independent innovation. Successfully passed the acceptance of "National Ecological Demonstration Zone" and "China Excellent Tourism City". The construction of the "Beijing Green Triangle Economic Cooperation Zone" was fully launched. In 2009, it was rated as "Top 100 Small and Medium-sized Cities in China" and "Top 100 Small and Medium-sized Cities with the Most Regional Power in China".

Fifth, improve the environment efficiently and continuously strengthen the government's own construction.

Solidly carry out the activities of studying and practicing Scientific Outlook on Development, pay close attention to the rectification of outstanding problems, and strive to promote scientific development with innovative ideas, efficient work, pragmatic style and clean image. In-depth development of the "rule of law" creation activities. Consciously accept the legal supervision, work supervision and democratic supervision of CPPCC, and complete 202 NPC deputies' suggestions and 4 CPPCC members' suggestions11as scheduled. Strengthen ties with democratic parties and federations of industry and commerce, and support people's organizations such as trade unions, women's federations and youth federations to carry out their work. A new round of government institutional reform started. Successfully completed the first community change. Vigorously promote the reform of the administrative examination and approval system with "two centralization and three in place" as the core, and solidly carry out the democratic evaluation of 100 section chiefs, grassroots station owners and public service units directly under the municipal government, and improve the efficiency of the organs. Further strengthen supervision and audit supervision, carry out special management of "small treasury", standardize government bidding and procurement behavior, and realize the fund saving rate of 14%. The establishment of strict target management responsibility system, key work supervision system and accountability system for leading cadres has enhanced the government's execution. In-depth activities to create spiritual civilization have been carried out, and the advanced deeds of "8. 17" hero groups such as Cao Jun and Lu Shuai have been vigorously publicized, showing the lofty quality of the sons and daughters of Ningguo in the new era! In addition, statistics, prices, government legal system, ethnic and religious affairs, overseas Chinese affairs, archives and local chronicles, the Disabled Persons' Federation, tobacco, postal services, communications, meteorology and other departments have done a lot of fruitful work and made positive contributions to the economic and social development of our city.

Delegates! In the past year, the difficulties exceeded expectations and the results were better than expected. While fully affirming the achievements, we are also soberly aware that there are still some contradictions and problems in the development. Mainly: the internal motivation of economic recovery is still insufficient, especially the growth of foreign trade exports is weak, and the progress of major projects is not fast. The pressure of increasing fiscal revenue is great, and the contradiction between revenue and expenditure is very prominent. The industrial cluster capacity of the four main functional areas is still not strong, and the adjustment of industrial structure and economic transformation and development have a long way to go. The task of coordinating urban and rural development is still arduous, and the rural economy is relatively weak. Government administrative efficiency and public service level need to be further improved. We must attach great importance to these difficulties and problems, take practical measures to solve them, and never live up to the expectations and great trust of the people of the city!
