First, the scope of the object

Guide poor villages to combine poverty alleviation with infrastructure construction, industrial cultivation and rural deepening reform, promote mass entrepreneurship and innovation, accelerate the deep integration of "internet plus" and the development of characteristic industries, improve the economic development level of the whole village, and drive the people in poor villages to get rid of poverty and increase their income.

(1) Start docking quickly. Towns and villages should take the initiative to connect with cities and counties (departments) in accordance with the List of Pairing Relations for Poverty Alleviation in Poor Villages (Annex 4), and clearly register the recipients and households according to the number of poor households in each village and the contact cadres. For the lack of contact cadres in individual villages, the township and village cadres should contact each other to ensure that poor households do not leak, and before August 25th, the "Table of Pairing Relationship and Contact Guidance of Poor Households and Filing Registration" (Annex 3) should be reported to the County Bureau of Poverty Alleviation and Immigration, and distributed to the contact leaders and contact units (departments), work leaders and the first secretary of the village. Towns and villages where poor villages in provinces and cities are connected with municipal departments should take the initiative to contact municipal departments, and highlight key households when determining contact households, which can overlap with contact households of county-level units (departments). All contact units (departments) should take the initiative to connect with villages and towns, discuss and determine the matters of pairing with poor households, and when determining the contact households, the leading cadres of the contact units (departments) and party member should bear more and heavier responsibilities.
Before the end of August, the poverty alleviation team leader, the first secretary, the resident cadres and the contact cadres will contact the poor villages and households to start the assistance work.
(2) Strengthen organizational leadership. All units (departments) should, under the unified leadership of the county party committee and the county government, fully implement the responsibilities and requirements of contacting and guiding poverty-stricken villages to get rid of poverty, put the work of contacting and guiding poverty-stricken villages to get rid of poverty on an important agenda, adhere to the overall responsibility of the "number one" and carefully organize and implement it.
