Legal analysis: Applicant's requirements: 1. All of Australia; 2. Need employer's guarantee; 3. Meet the list of medium and long-term occupations; 4. Under the age of 45, with no criminal record and good health; 5. College degree or above; 6. Pass the technical examination; 7. IELTS 4 6 points; 8.3 years working experience and matching tax payment.

Article 12 Passports used by China citizens going abroad on business shall be issued by the Ministry of Foreign Affairs or local foreign affairs departments authorized by the Ministry of Foreign Affairs, seamen's certificates shall be issued by the harbour superintendency administration or the harbour superintendency administration authorized by the harbour superintendency administration, and passports used by China citizens going abroad on private business shall be issued by the Ministry of Public Security or local public security organs authorized by the Ministry of Public Security.

China citizens applying for passports and certificates abroad shall be issued by China's diplomatic representative offices, consular offices or other overseas agencies authorized by the Ministry of Foreign Affairs.

Article 13 The Ministry of Public Security, the Ministry of Foreign Affairs, the Port Supervision Bureau and the original issuing authority have the right to withdraw or declare the passports and certificates issued by them or their authorized institutions invalid.
