The Gongboxia Reservoir Irrigation Area Project refers to the diversion of water from the Gongboxia Reservoir, the construction of a main canal and a branch canal on each side of the Yellow River and other field supporting projects. The main This project solves the problems of irrigation and drinking water for humans and animals on both sides of the Yellow River Valley in the area. This project is a key water conservancy project in our province's "Tenth Five-Year Plan".

The project area is located on the terraces on both sides of the river downstream of the Gongboxia Hydropower Station on the main stream of the Yellow River in Qinghai Province. It belongs to two ethnic minority counties, including Xunhua Salar Autonomous County and Hualong Hui Autonomous County. The precipitation in this area is 259.4mm, and the evaporation is 2206.4mm. Most of the ditch rivers are seasonal rivers, and the climate is arid. It is known as "dry circulation".

The project area currently has a population of 83,000 and 70,300 livestock, of which 21,800 are poor and have difficulty drinking water for humans and animals. Due to water shortage, economic development in the project area is slow, people's living conditions are difficult, soil erosion is serious, and the ecological environment is deteriorating. The lag in water conservancy infrastructure construction has long been the main factor restricting the economic and social development of the region.

Therefore, the construction of this project is not only a prerequisite for the people in the area to improve production and living conditions, get rid of poverty and become rich, but also an important infrastructure for the construction of the ecological environment on both sides of the Yellow River Valley. It is also an important factor for the economic development, social stability, and There is hope for environmental improvement.

II. Main construction content, investment and benefits of the project

The main construction content of the project is that the northern trunk canal is 26.36km long and has a designed flow rate of 3.4m3/s; the southern trunk canal has a total length of 31.36km. The design flow is 4.8m3/s; there are 66 branch canals, covering a length of 126.7 km.

The total investment in project construction is 354.99 million yuan, and the construction period is 3 years. After the project is completed, the controlled irrigation area will be 109,300 acres, including 50,400 acres on the north bank of the Yellow River and 58,900 acres on the south bank. The project has no complicated technical problems and is technically feasible.

The construction of the project will greatly improve the production and living conditions of the Salar and Hui people, lift 21,800 people out of poverty and become rich, promote and develop the economy of ethnic minority areas, promote social progress, and at the same time make green trees on both sides of the Yellow River It is shaded, surrounded by clear water, and has a beautiful ecological environment.

3. Preliminary work

Our province attaches great importance to the Gongboxia Reservoir Irrigation District Project. In order to improve the design quality and save early investment, our province adopted the provincial-level project in May 2001. This project planning and project proposal preparation will be carried out in the form of internal and external bidding. This is also the first time that our province has adopted the form of public bidding both inside and outside the province to carry out preliminary work.

The project planning and project proposal were won by the Gansu Provincial Water Conservancy Design Institute and completed in October 2001.
