Houshan Reservoir is located in Fanjia Town, Suizhong County, and the dam site is located on the north side of Zhaojiadian Tun, Xuejia Village, Fanjia Town, in the middle reaches of Gouhe River. Gouhe River originated in the mountainous area in the northwest of Suizhong County, and it is one of the larger rivers that flow into Haishanxi alone in Suizhong County. The construction of Houshan Reservoir is to solve the water resources problems in the development of central and western Suizhong, especially in the construction and development of Suizhong Binhai Economic Zone.

The reservoir flood control standard is once in ten thousand years, and the design standard is once in a hundred years.
