According to the spirit of the Notice of the General Office of the State Council on Further Strengthening the Renovation of shantytowns (Guo Ban Fa [2065438+04] No.36), with the consent of the provincial government, relevant matters are hereby notified as follows.

First, further improve the shantytown renovation plan.

The municipal and county governments should conduct a thorough investigation in 20 13, further find out the base, area and type of shanty towns to be renovated in this area, and work hard to compile and improve the shantytown renovation plan and annual plan for 20 15-20 17 in accordance with the principle of doing our best and doing what we can. Incorporate the shanty towns of state-owned enterprises, including central enterprises and provincial enterprises, into the transformation plan, focus on the transformation of shanty towns in resource-exhausted cities, independent industrial and mining areas and areas where third-line enterprises are concentrated, and give priority to the transformation of shanty towns with large contiguous scale, difficult housing conditions, serious security risks and urgent needs of the masses. Strive to complete the task of transforming shanty towns in state-owned forest areas (forest farms) and state-owned reclamation areas (farms) next year.

Second, optimize the planning layout.

(1) Improve the location layout of resettlement houses. Housing renovation and resettlement in shanty towns should be combined with local and off-site construction. Resettlement in different places should fully consider the needs of residents in employment, medical treatment, schooling and travel. Within the scope of construction land determined by the overall land use planning and the overall urban planning, the site selection must meet the requirements of the overall urban planning and regulatory detailed planning, and the shantytown renovation and construction projects should be arranged in areas with convenient transportation and complete facilities. It is necessary to coordinate the transformation of the central city and the construction of the new city and new district, promote the spatial integration and comprehensive development and utilization of residential, commercial, office, ecological space and transportation land, and improve the efficiency of urban construction land. The transformation of shanty towns should be linked with policies such as affordable housing, relocation of immigrants from southern Shaanxi and northern Shaanxi, promoting qualified farmers to settle in cities, key demonstration towns and famous cultural and tourist towns (blocks), saving social resources and taking the road of intensive development.

(2) Improve the planning and layout of supporting facilities. Supporting facilities should be synchronously planned, submitted for approval, constructed and delivered with the resettlement houses in shanty towns, so as to promote the city's "strong standardization, green space expansion, additional facilities and excellent functions", improve the living quality and urban quality. Urban infrastructure construction planning should be well connected with shantytown renovation planning. The shantytown renovation work should strictly implement the requirements and specific provisions of the Code for Planning and Design of Urban Residential Areas, the Technical Regulations for Urban Planning and Management in Shaanxi Province, and the Administrative Measures for the Planning and Site Selection of Affordable Housing Projects and the Construction of Supporting Facilities in Shaanxi Province (for Trial Implementation). Not less than 30% of the construction land formed by the transformation of shanty towns is used for greening and square construction. When compiling regulatory detailed planning, all localities should further improve the standard of green space allocation and create better leisure space according to specific project conditions. Other public service facilities, such as commerce, education, health care, etc., must be built at a level commensurate with the size of the permanent population.

(3) Strict project planning and design. City and county governments should combine shantytown renovation planning, urban planning, industrial development and people's production and life needs, establish the concept of "great balance", and make overall consideration of shantytown renovation projects in urban planning areas. It is not allowed to break through the provisions of the current urban planning and planning technical specifications because of meeting the needs of market development and balancing revenue and expenditure. (2) Actively promote monetized resettlement. City and county governments can increase the proportion of monetized resettlement by building targeted trading platforms and purchasing resettlement houses. We will guide the masses to choose monetized resettlement by adopting supporting policies such as reducing or exempting fees and allowing profits to develop enterprises.

(3) Establish a fast track for administrative examination and approval. Cities and counties development and reform, land and resources, housing and urban and rural construction departments should * * establish a fast track for administrative examination and approval of shantytown renovation projects, simplify the examination and approval procedures, improve work efficiency and improve service methods, and complete the examination and approval procedures such as project establishment, planning permission, land use and construction permission within a time limit for projects that meet relevant regulations.

Fourth, strengthen quality and safety management.

City and county governments should earnestly strengthen the supervision and management of the quality and safety of projects under construction in shantytown renovation projects, carry out the "two-year action of project quality management" in depth, implement the main responsibilities of the five parties, and increase accountability. Construction and construction units should scientifically grasp the progress of the project, ensure the reasonable construction period and cost, and ensure the quality and safety of the project.

(1) Accelerate the construction of supporting facilities. Encourage public utilities such as postal services, finance and telecommunications to set up service institutions in communities.

Six, the implementation of various support policies

(a) to ensure the supply of construction land. The municipal and county governments shall prepare the land supply plan for shantytown renovation and resettlement houses. Housing and urban construction, land and resources departments at all levels should * * * agree on the annual supply plan for shantytown renovation land, and implement the pre-arrangement of land supply according to the annual supply plan, and implement the annual construction task of shantytown renovation and supporting facilities to the land. At the same time, actively connect with the provincial housing and urban construction, finance and other departments, make good use of the financing platform for shantytown renovation, speed up the preliminary work of the project, and strive for more loan support. It is necessary to establish and improve the credit repayment guarantee mechanism to ensure the effective implementation of repayment guarantee. Promote bond innovation, attract social funds to participate in the investment and operation of shantytown renovation projects through investment subsidies and loan interest subsidies, and treat all types of investors equally in terms of market access and support policies. Support financial institutions to innovate financial products and services, and study and establish a multi-level and diversified financing system for shantytown renovation. Encourage commercial banks and other financial institutions to actively support shantytown renovation projects that meet the credit conditions in accordance with the principles of risk control and commercial sustainability. Banking financial institutions can give credit support according to the relevant provisions of public rental housing financing.
