First, the meaning of 90 days:

Enterprise investment projects invested in Zhejiang Province, except those listed in the negative list.

Negative list:

1. Linear engineering projects refer to highway, railway, power grid engineering, oil pipeline network, gas pipeline network, inland river shipping, water conservancy projects and other construction projects involving river basin impacts;

5. 6. Real estate projects with a total investment of more than 2 billion yuan or a construction area of more than 250,000 square meters, which are particularly large in scale and complex in format.

Note: The proportion of monthly negative list items (the total number of negative list items/the number of enterprise investment projects requiring construction permit) in each district and city should be controlled within 10%.

Three. Composition of 90 days:

"Up to 90 days" consists of government approval time, government entrusted intermediary service time and public utility access service time, excluding owner's independent preparation time and owner entrusted intermediary service time.

1. Time for government approval, that is, the time for government departments to approve applications from acceptance to completion when the application materials are complete and meet the statutory acceptance conditions, excluding the time required for expert review, publicity, hearing and on-site verification according to law.

Four. 90-day four-stage approval process and requirements:

It mainly includes construction drawing review, fire protection design review, lightning protection device design review, large-scale single building civil air defense engineering and underground space development construction drawing design, civil air defense engineering quality supervision procedures, forest cutting permit, construction permit issuance and other matters. This stage is completed within 20 days from the issuance of the planning permit for construction projects to the issuance of the construction permit for construction projects.

4. Completion acceptance stage. It mainly includes the verification of construction project completion planning, land review and acceptance, lightning protection device completion and acceptance, civil air defense project or underground project completion and acceptance record that takes into account civil air defense demand, housing construction project and municipal infrastructure completion and acceptance record, construction project (including underground pipeline project) file pre-acceptance, real estate registration, water, electricity, gas and other public facilities access.
