First, the construction of ecological and civilized villages has achieved initial results

Under the correct leadership of the county party committee and the county government, the construction of ecological civilized villages in our county has been promoted in a solid and orderly manner over the past year, closely focusing on the goals of "beautiful ecological environment, reasonable urban and rural structure, enhanced economic strength, rich and healthy people and all-round social progress" and achieved initial results.

First, the construction of 54 pilot villages for ecological civilization construction in the county has been gradually pushed forward, the rural ecological environment has been significantly improved, and infrastructure construction has been strengthened. Taking improving the appearance of villages and towns as a breakthrough, villages and towns actively carry out comprehensive environmental improvement work. Dongshaoqu, Gaoling and other towns vigorously implement ecological restoration projects, renovate abandoned mines, and restore vegetation and landforms. Gaoling Town completed the cultivation of 2500 mu of ecological forest and scientifically replanted green fast-growing and high-yield forest 10000 mu, which improved the local natural ecological environment. Towns and villages have accelerated the pace of infrastructure construction, and the "two rivers" project in Xiwangzhuang Town is progressing smoothly. The main works of the sewage treatment plant with a daily sewage treatment capacity of 2,500 tons and the water supply plant with a daily water supply capacity of 5,000 tons have been completed and will be put into use this year. Villages and towns such as Xitiangezhuang and Shilibao have effectively solved the problems of sewage discharge and environmental pollution by improving water and toilets and promoting the use of clean energy such as solar energy and biogas. Baidaoyu Village, one of the pilot villages of ecological civilization in the county, invested 2 million yuan to harden the village roads, plant flowers and create an ecological landscape forest; Invest 530,000 yuan to transform the drinking water project so that the whole village can drink clean water. Some villagers began to use solar energy and biogas as the main living energy, and the village appearance and ecological environment were obviously improved. Through comprehensive environmental improvement, some villages have presented a new ecological landscape with tree-lined, elegant environment and fresh air.

Second, the initial development of rural ecological economy, the emergence of leading industries, and the emergence of a number of eco-economic demonstration villages. In combination with local conditions, towns and villages have vigorously developed ecological industries, and a number of village-level specialized agricultural product bases have begun to take shape. Caijiawa Village in Jugezhuang Town invested 20 million yuan to build a 500-mu Julong Ecological Sightseeing Park, and planted 10 kinds of fruits. It is one of the few high-standard green ecological parks in the city. More than 300 people have been placed in employment, each of whom can increase 500 yuan's income and become a veritable "rich garden".

Third, the construction of rural ecological culture has been gradually promoted, and people's ecological awareness has been enhanced. The county party committee and the county government have carried out the activity of "Building Hundred Villages in Ecological Counties", which has created a good atmosphere for the establishment of national ecological counties and ecological civilized villages by popularizing ecological knowledge and scientific and technological knowledge. Various towns and villages have generally carried out activities such as "protecting ecology and caring for the environment", "introducing ecological knowledge to farmers" and "creating ecological civilized households", and vigorously advocated ecological civilization and green consumption. "Environmental Collection" has emerged in Shimayu Village, Xiwangzhuang Town. Men, women and children in the village come to pick up white garbage, which not only effectively improves the village environment, but also enhances the villagers' awareness of ecological protection. Fengjiayu Town cooperated with Beijing Chongyang Guangtian Equipment Co., Ltd. with an investment of 1.47 million yuan, and completed the radio and television project for every village in 4 administrative villages and 2 1 natural villages. The coverage rate of cable TV in the town has reached 100%. With the access of cable TV, the construction and improvement of village-level fitness parks, cultural squares and cultural activity rooms, farmers' thoughts and lifestyles have changed greatly, and their awareness of ecological environment has gradually taken root in people's hearts.

Second, the outstanding problems in the construction of ecological civilization village

(A) the task of comprehensive environmental management is still arduous

On the whole, due to the backward economic situation and the long-term influence of traditional lifestyle, most farmers in our county have a weak ecological awareness, and the dirty, chaotic and poor environment in rural areas has not been effectively managed. Simple toilets, places where people and animals live, littering firewood and littering, and dumping garbage and sewage at will are the four "chronic diseases" in rural areas at present. For example, toilets are mostly pit-shaped, without any cleaning measures, especially in summer, which not only smells bad, but also becomes the main breeding ground for flies. In addition, there is no special person to manage the feces, which seeps into the ground and easily causes pollution of underground water sources. In recent years, the rural aquaculture industry in our county has developed rapidly and has become the main project for farmers in mountainous areas to increase their income and become rich. However, due to the limited space in some villages, people's living areas are not strictly separated from livestock and poultry breeding areas, and people and animals are prone to various infectious diseases. Although some villages deal with garbage, they only bury it in situ and in different places because of simple technology and facilities, which has not fundamentally eliminated the pollution of garbage to the environment. In addition, our county has long proposed to ban the use of chemical fertilizers in agricultural production, but it has not been banned so far. The use of chemical fertilizers is still quite common in some areas, which affects the regional environmental quality.

(2) Illegal exploitation of iron ore makes it difficult to restore vegetation.

There are abundant iron ore resources in the northern mountainous area of our county. In recent two years, some people regard illegal mining of iron ore as a way to get rich. Although the county party Committee, county government, relevant departments and towns have effectively cracked down, the phenomenon of illegal mining and transportation has not been fundamentally eliminated. Only six villages in a town in northern Kubei left 18 abandoned mines due to illegal mining. Illegal mining has caused a lot of loss of mineral resources, as well as damage to the surface and vegetation, which has worsened the local natural environment. It will take years or even decades to restore the original landform and vegetation, and a lot of money will be invested. Gaoling Town has invested more than 3 million yuan to treat abandoned mines. In addition, because the mining areas are mostly in the upper reaches of Miyun Reservoir, soil erosion caused by illegal mining and transportation of iron ore will affect the water quality of Miyun Reservoir and have a negative impact on Miyun's economic and social development.

(C) the rural ecological economy has not yet formed a strong position

The rural ecological economy has just started. Although most villages have identified leading industries such as planting, animal husbandry, fruit industry and aquaculture in the economic restructuring, they have not yet formed commodity advantages and scale benefits. In recent years, although a number of well-known eco-brand products have appeared, such as "Xibailian Rain-scattered Eggs", "Sheng Mao Fresh Mushrooms", "Mi Shui Fresh Fish" and "Miyun Li Gan", their market share is not high, whether in the capital or in other cities. Someone once vividly said that Miyun's agricultural products are "eat everything and sell nothing", so the contribution rate to regional economic development is not high, and farmers still can't. As the main project of rural secondary and tertiary industries, so is folk tourism in mountainous areas. Our county has taken the lead in developing folk tourism in the suburbs of Beijing since 1994. After 10 years of development, 35 folk tourist villages have been built, with more than 500 folk tourists and nearly 10,000 employees. However, in recent years, due to the weakening of propaganda offensive, insufficient support, irregular management and weak foundation, the content of folk tourism is monotonous and the number of tourists is seriously insufficient. It is understood that there are currently more than 800 folk tourists in the county, a decrease of nearly 50%. As the leading industry for farmers in mountainous areas to get rich, folk tourism is facing a more severe situation.

(D) Rural clean energy has not been fully promoted and utilized.

More than 90% of the rural areas in the county still use coal and firewood as the main energy sources, with a single variety and high cost. In addition, the backward energy-using equipment of farmers not only wastes resources, but also pollutes the environment. As early as the mid-1970s, our county promoted the use of biogas clean energy in rural areas. At that time, * * * built more than 7,000 biogas digesters, most of which were household biogas digesters. However, due to the lack of planning and support, the promotion and use of biogas and other clean energy in rural areas is very weak. According to the investigation of relevant departments, at present, there are only more than 2,000 farmers using clean energy such as biogas in our county, accounting for only 5% of the total rural households in the county. Compared with advanced areas, there is a certain gap in the policies and support for promoting the use of clean energy in our county. In recent years, the Energy Office of the county government has gained some experience in promoting the use of clean energy such as biogas and solar energy in villages such as Baidaoyu in Xitian Gezhuang Town, but its comprehensive promotion is limited by two factors: capital and service management system. At the town level, some departments are responsible for energy development and promotion, while others are not responsible at all. Without a clear responsibility subject, the work lacks motivation. In some villages with weak economic development, due to the influence of economic conditions, the enthusiasm of village cadres and the masses is generally not high, and it is difficult to promote clean energy.

(E) Some measures lack good institutional guarantee.

After the construction of ecological civilized villages began, various towns and some villages have successively introduced some measures according to the needs of environmental improvement. Some towns and villages have bought buried garbage bins and garbage trucks and set up garbage removal teams. However, due to the lack of excellent institutional guarantee, it is worrying whether they can persist. Because Fiona Fang has 200-300 square kilometers of townships and as many as 20-30 administrative villages, and there are nearly 100 natural villages in our county, and many villages are located in deep mountains and forests, and the transportation is inconvenient, it is not only difficult but also costly to adopt the method of "village collection, township transportation and county governance", so it is not an easy task to make the garbage of more than 340 administrative villages in the county clear every day and be seen everywhere.

(6) Farmers' consciousness as the main body of the construction of ecological civilization villages is not strong.

The key to the success of ecological civilization village construction lies in farmers' participation consciousness, enthusiasm and action, and farmers should become the main body of ecological civilization village construction. However, in the process of investigation and interview, we found that many farmers do not understand the construction of ecological civilization villages, which will have a positive impact on their production, life and behavior. They don't know enough, their enthusiasm for participation is not high, and their actions are slow. For example, some villages promote "three forms of harmless sewage flushing toilets" among farmers, and local town governments, village committees and county extension departments give financial subsidies and material support. Every farmer only needs to invest 100 yuan -200 yuan, but some farmers just don't do it, thinking that "since the government works for me, it has to pay me". Even in the process of changing toilets at home, the government has to pay for its own labor.

Three, some suggestions on the construction of ecological civilization village

(a) to formulate a strict plan to ensure the rigidity of the plan in implementation.

It is suggested that the county government invite domestic experts and people of insight in the county to make a detailed plan for the ecological construction of villages in the county according to the functional orientation of the ecological conservation development zone and the different characteristics and levels of economic and social development of towns and villages. Detailed regulations should reflect the following three characteristics: first, adhere to a high starting point, implement step by step, and build according to local conditions and relying on leading industries on the premise of protecting ecological environment, developing ecological economy and building ecological culture. Second, the rules should be rigid. After discussion and approval by the county and town people's congresses and villagers' congresses, they must be strictly observed and may not be changed frequently. Third, strengthening infrastructure construction should pay attention to protecting the actual interests of cultivated land and farmers, and prevent the phenomenon of artificially "building villages" by administrative means regardless of subjective and objective conditions and the wishes of the masses.

(2) Create a good ecological environment through comprehensive improvement.

First, we must effectively solve the problem of garbage pollution. In the overall implementation of "village income, town transportation and county governance", different treatment methods are adopted according to different situations in different places. For example, in remote mountainous areas and poverty-stricken areas, landfill can be used under the condition of solving leakage prevention. It is also necessary to give full play to the basic role of the market in allocating resources, clarify the principle of "whoever invests benefits", broaden investment and financing channels, and encourage domestic and foreign funds and enterprises, including activating private investment, to intervene in the construction of garbage disposal systems in this county. In the long run, it is necessary to recycle rural production and living garbage, do a good job in garbage classification, and study the use of garbage as organic fertilizer to generate electricity and turn waste into treasure.

The second is to effectively solve the problem of harmless treatment of domestic sewage. According to the requirements of low investment, reliable technology and stable discharge standard, small sewage treatment technologies such as seepage well construction and microbial method are adopted to prevent residents from discharging sewage at will. "Constructed wetland technology" can be used in major towns and villages in our county. The method has high pollutant removal rate, does not breed mosquitoes and flies, is beneficial to water purification, and can effectively prevent groundwater pollution. It has the advantages of low initial investment, no power consumption and low operating cost, and the sewage treatment result reaches the standard of reclaimed water. Due to the coordination between constructed wetlands and local natural environment, wetland parks can be built to form new landscapes.

Third, intensify efforts to crack down on illegal mining and transportation of iron ore and do a good job in ecological restoration of damaged landforms and vegetation. Public security, geology and mineral resources departments jointly enforce the law, all illegal mining sites will be bombed and all mining machinery will be scrapped. Mobilize and organize local villagers to participate in the management of mineral resources. Relevant towns and villages should actively promote the adjustment of agricultural industrial structure in mining villages, develop industries and projects such as characteristic planting, green breeding and eco-tourism, and ask barren hills for food, fruit and wealth.

(C) adjust measures to local conditions, to create ecological industry support

According to the development plan of leading agricultural industries and regional characteristic industries in the county, each village should focus on increasing farmers' income, highlight and strengthen leading industries such as ecological agriculture and folk tourism, and promote a variety of small-scale eco-economic models, such as the combination of agriculture and animal husbandry, the combination of farming and forestry, and the comprehensive courtyard, so as to build Miyun "organic fish Production Village", "Organic Fruit Village", "Eco-tourism Resort" and "Leisure and Sightseeing Village". Combined with the construction of ecological civilization village, increase investment and training of employees, and improve the grade and level of folk tourism village. It is necessary to take advantage of the opportunity of national organic food certification to develop local high value-added green food. Strive for a leading industry in each village and a project to get rich for each household, and promote farmers' sustained income increase according to the method of "one industry, one development idea, one practical technology and one set of supporting measures" to realize the goal of a well-off society at an early date.

(d) Building a good living environment with the goal of harmony between man and nature.

First, increase investment in the construction of central villages, form a good living environment, and attract the population of natural villages to concentrate in central villages. In the future, the government should make overall plans for farmers' housing construction, and reduce the investment of farmers' single-family foundation, water supply and drainage, which can be used as unified planning and construction of public facilities, save the consumption of funds, energy and resources, and improve the utilization rate of public facilities. Second, through planning and design, comprehensive development, scientific and reasonable arrangement of various residential supporting facilities, as far as possible to achieve the coordination and unity between the house and the surrounding environment. Vigorously do a good job in toilet renovation and promote flushing environmental protection toilets; Create conditions to gradually separate rural residents' living areas from livestock and poultry breeding areas, and eliminate domestic pollution and various infectious diseases; It is necessary to vigorously promote the use of new eco-environmental technologies such as land saving, energy saving, water saving and pollution control, and adopt green building materials. Third, according to the requirements of ecological human settlement environment, we should combine village greening with village construction and beautify the environment, and gradually realize the goal of "villages in the forest and people in the green". Choose and adopt local characteristic tree species and flowers as much as possible, and promote the development of related industries in this county while doing a good job in greening and beautifying. Rural roads should be hardened according to local conditions and have the functions of water seepage and rainwater collection. Fully embodies the characteristics of environmental protection.

(5) Take green consumption as the guide and develop renewable and clean energy.

The government guides the development of rural renewable energy in a unified way, introduces market competition mechanism, and takes the form of bidding or entrustment inside and outside the county to attract professional energy companies with strong technical strength and rich experience to participate in the development and utilization of clean energy such as biogas and solar energy in Miyun. According to the principle of "who develops, who manages and who benefits", the following points should be achieved in the promotion: First, the publicity should be intensified, and farmers should be guided by broadcasting scientific and educational films, organizing visits, popularizing solar energy and biogas utilization demonstration models, etc. Second, with the development of aquaculture, promote the construction and utilization of biogas digesters. The third is to set up clean energy property service centers at the township level or determine relatively stable full-time (part-time) technical service personnel, and often go deep into farmers' face-to-face guidance to solve the difficulties and technical problems encountered by farmers in construction and use. Technicians can operate biogas digesters and solar equipment accessories part-time, which is convenient for people to buy accessories. Fourth, on the basis of improving the original construction, we should vigorously grasp the new construction, fully consider the actual financial affordability, and prevent one-sided pursuit of quantity.

(six) pay attention to the effectiveness of the investment and use of special funds, and grasp the key points.

In order to ensure the smooth progress of township construction with beautiful environment and ecological civilization, the county government has made it clear that the county finance will allocate 40 million yuan every year, accounting for 200 million yuan in five years. While strengthening effective supervision and preventing abuse and misappropriation, relevant departments should scientifically arrange the use of special funds, use limited funds to the cutting edge, give key support to key villages and key projects, and do not sprinkle "sesame salt". Increase investment in key projects such as improving water and toilets, garbage disposal, and promoting clean energy, so that one investment will be improved and the other will be effective, so that limited funds can really play the role of "four or two".
