Article 2 These Regulations shall apply to poverty alleviation and development and related activities within the administrative area of this autonomous region. Article 3 The term "poverty alleviation and development" as mentioned in these Regulations refers to the activities of state organs, enterprises, institutions, organizations and other organizations and individuals under the leadership of the Communist Party of China to help poor people improve their production and living conditions, enhance their self-development ability and achieve poverty alleviation through policies, projects, funds, materials, technology, talents and services. Seventh people's governments at or above the county level shall be responsible for the coordination, guidance, supervision and management of poverty alleviation and development work within their respective administrative areas.

Article 8 People's governments at all levels and relevant departments shall build platforms, open channels and provide services for all sectors of society to participate in poverty alleviation and development activities, and encourage and guide all sectors of society to participate in poverty alleviation and development.
