Chap I general provisions article 1 in ord to strengthen poverty alleviation and development, promote accurate and effective poverty alleviation, promote poverty-stricken people to get rich, accelerate economic and social development in poverty-stricken areas, and realize that goal of building a well-off society in an all-round way in synchronization with the whole country, these regulations are formulate in accordance with relevant laws and administrative regulations and in light of the actual situation of the autonomous region. Article 2 These Regulations shall apply to poverty alleviation and development and related activities within the administrative area of this autonomous region. Article 3 The term "poverty alleviation and development" as mentioned in these Regulations refers to the activities of state organs, enterprises, institutions, organizations and other organizations and individuals under the leadership of the Communist Party of China to help poor people improve their production and living conditions, enhance their self-development ability and achieve poverty alleviation through policies, projects, funds, materials, technology, talents and services. Article 4 Poverty alleviation and development should adhere to the development-oriented poverty alleviation policy, follow the principles of seeking truth from facts, adapting to local conditions, coordinated development, classified guidance and accurate poverty alleviation, build a mechanism combining government leadership, social participation and self-reliance of poverty alleviation targets, and adhere to the combination with Guangxi rural revitalization strategy, agricultural and rural modernization, ecological civilization construction, urban-rural integration development and beautiful countryside construction. Fifth poverty alleviation and development should be accurate in poverty alleviation targets, accurate in project arrangement, accurate in the use of funds, accurate in measures to households, accurate in personnel leaving the village, and accurate in poverty alleviation results. Measures such as infrastructure construction, ex situ poverty alleviation and relocation, industrial support, transfer of employment, development of village collective economy, ecological compensation, development of education and medical care, and social security should be taken to help the poor out of poverty.

Poverty alleviation and development should be combined with regional development to achieve the goal of poverty alleviation and development promoting regional development and regional development promoting poverty alleviation and development. Article 6 People's governments at all levels shall be responsible for poverty alleviation and development within their respective administrative areas, implement a supervision and management system in which autonomous regions take overall responsibility, cities and counties implement it and villages (towns) implement it, and establish a responsibility system with clear responsibilities, individual responsibilities and joint management.

The people's government of the autonomous region is responsible for the goal determination, policy formulation, capital investment, organization and mobilization, inspection and guidance, assessment and evaluation of poverty alleviation and development in the whole region.

The Municipal People's Government with districts is responsible for guiding and coordinating the poverty alleviation and development work within its administrative area, formulating objectives, tasks and specific policies and measures and organizing their implementation, and supervising, inspecting, urging and assessing the implementation of poverty alleviation projects, the use and management of poverty alleviation funds and the completion of poverty alleviation objectives and tasks.

The people's governments at the county level shall bear the main responsibility of poverty alleviation and development, and be responsible for the planning, project arrangement, capital use, manpower allocation and implementation of poverty alleviation and development work within their respective administrative areas.

Township people's governments and sub-district offices are responsible for the specific organization and implementation of poverty alleviation and development work, guiding, coordinating and urging villagers' committees and community residents' committees to identify and withdraw from poor households and implement poverty alleviation and development measures. Seventh people's governments at or above the county level shall be responsible for the coordination, guidance, supervision and management of poverty alleviation and development work within their respective administrative areas.

Other relevant departments of the people's governments at or above the county level shall do a good job in poverty alleviation and development within the scope of their respective duties. Article 8 People's governments at all levels and relevant departments shall build platforms, open channels and provide services for all sectors of society to participate in poverty alleviation and development activities, and encourage and guide all sectors of society to participate in poverty alleviation and development. Article 9 People's governments at all levels and relevant departments shall guarantee the poor people's right to development, choice, participation, information and supervision in poverty alleviation and development activities. Article 10 People's governments at all levels shall guide poor people to enhance their confidence in getting rid of poverty. Poor people should enhance their self-development ability, actively participate in and actively cooperate with poverty alleviation and development activities, and achieve stable poverty alleviation through self-reliance, hard work and hard work. Eleventh people's governments at all levels and relevant departments should organize publicity and interpretation of poverty alleviation and development policies, laws and regulations, publicize and report advanced models, and create a good atmosphere for the whole society to pay attention to, support and participate in poverty alleviation and development.

The news media should set up a column to publicize and report poverty alleviation and development activities, and publish and broadcast advertisements for poverty alleviation and development with public welfare and relief. Chapter II Targets for Poverty Alleviation Article 12 Targets for poverty alleviation refer to poor people, poor households, poor villages and poor counties identified in accordance with the relevant provisions of the state and autonomous regions. Thirteenth accurate identification and identification of poverty alleviation targets should be strictly in accordance with the identification standards stipulated by the state and the autonomous region, and adhere to the principles of objectivity, fairness, openness and transparency, standardized procedures, mass recognition and social recognition. Fourteenth poor people should be identified as poor households. Poor households are identified according to the accurate identification index system of population, cultivated land, property, income, work and health status determined by the autonomous region, and unified identification standards are adopted.

The identification of poor households should be carried out according to the following procedures: application by farmers, household survey, review and publicity by villagers' groups, review and publicity by villagers' representatives organized by rural grass-roots organizations and villagers' committees of China * * * Production Party, review and publicity by township people's governments, approval, announcement and filing by people's governments at the county level. Fifteenth poor villages and counties shall be identified in accordance with the relevant standards and procedures stipulated by the state and the autonomous region. Sixteenth poverty alleviation targets should be determined in strict accordance with the poverty alleviation standards stipulated by the state and the autonomous region. Those who reach the standard of stable poverty alleviation will be identified as poverty alleviation in time; Those who have not reached the standard of stable poverty alleviation shall not be falsely lifted out of poverty.
