Can party member become a Hong Kong citizen?

You can't. People who have joined the China Producers' Party in Chinese mainland cannot apply for Hong Kong identity cards without obtaining Hong Kong resident status, because the identity cards of the Hong Kong Special Administrative Region are only used by permanent or non-permanent residents of Hong Kong during their temporary stay in Hong Kong, and party member does not meet such conditions without obtaining Hong Kong permanent resident status.
