If relevant evidence can be obtained within the scope of the city's public security organs, the police handling the case shall conduct an investigation and shall not refuse under an excuse, and issue a certificate according to the investigation results; If the public security organ of this Municipality is unable to obtain the text of the legal document that proves the valid criminal record of the object, the police handling the case can provide clues and verbally inform the applicant to go to the unit that has the conditions to provide proof.

(3) The matters to be proved shall correspond to the requirements of relevant laws, regulations and rules, and the specific requirements of "having a criminal record", "having a criminal record" and "having a criminal record" shall be distinguished, and the scope of proof shall not be expanded.

(4) Records that the certified object was fined, warned or not punished twice (including twice) for minor violations during the period of 16 years old are not included in the certification.
