From January to June, under the guidance of "Scientific Outlook on Development", our brigade carried out in-depth activities of standardizing traffic administrative law enforcement year and "1-day training for road administration posts" in strict accordance with the spirit of working meetings of ministries and agencies and the spirit of the General Staff Congress and the road administration work meeting, continuously strengthened road administration and improved the ability of administration according to law, and all work reached a new level. The work in the first half of this year is summarized as follows:

1. Basic information

The brigade currently has 11 road officials, including 4 party member, 2 female employees and 1 road enforcement vehicle, which is in charge of the 24-kilometer second-class highway on the National Highway 19, and is entrusted by the County Transportation and Construction Bureau to manage the county-level highway for 1 kilometers, * *.

Second, implement Scientific Outlook on Development and do a good job in the branch work in an all-round way

In the first half of the year, according to the deployment and requirements of the Party Committee of the General Section, we earnestly carried out the theme activity of "Learning and practicing Scientific Outlook on Development and striving to be a star-rated road official", closely combined with the actual situation of the brigade, formulated the branch learning practice activity plan and learning plan, defined the objectives, requirements and methods, and adopted various learning methods in the learning process. Constantly enhance party member cadres' interest in learning, improve everyone's enthusiasm for learning, effectively change their work style, firmly establish the service consciousness of serving the people wholeheartedly, and be close to the masses in thought and action; Strengthen the party's organizational construction, do a good job in the education and development of party activists, and actively cultivate outstanding young people to join the party. After investigation and recommendation, on May 13, two party activists passed the proposed absorption at the branch meeting to prepare for party member, and are waiting for the approval of the General Party Committee; Continue to carry out democratic management and open affairs, and insist on holding team affairs meetings every week. Third, the road administration has made certain achievements

(1) Standardizing the traffic administrative law enforcement

In the first half of the year, we took the opportunity of "Standardizing the Year of Traffic Administrative Law Enforcement" to strictly implement the "Five Norms of Traffic Administrative Law Enforcement" of the Ministry of Transport, and quantified the requirements of the Norms into specific law enforcement standards, further improved the implementation of the law enforcement responsibility system, clarified the law enforcement posts and responsibilities, and strictly standardized road administration. Combining the actual work with the "Code", aiming at the problems existing in law enforcement, self-examination and self-correction were carried out seriously, which effectively strengthened the awareness of law enforcement and improved the level of law enforcement. Strengthen the study and training, so that the theoretical level and law enforcement level of road officials have been greatly improved, and vigorously promote the "Taboo of Traffic Administrative Law Enforcement" and "Prohibition of Traffic Administrative Law Enforcement", further standardize the appearance and work style of road law enforcement personnel, and the effectiveness of standardized construction is fully reflected through the daily words and deeds of law enforcement personnel.

(2) Strengthen education and pay attention to the construction of law enforcement team

In order to improve the law enforcement level of the road administration team, organize road administration personnel to continue studying the Highway Law, the Administrative Licensing Law and relevant laws and regulations on road administration, and at the same time, arrange road administration personnel to exchange and study in Haidong area under the organization of the detachment. By strengthening the education and learning activities of laws and regulations, all law enforcement personnel have established the legal consciousness, the concept of democracy and legal system, and the concept of administration according to law, further corrected the industry atmosphere of the law enforcement team and established a good law enforcement image. In the first half of the year, according to the requirements of the Highway Bureau and the General Section, we actively carried out the 1-day training activities for road law enforcement posts with the theme of "laying the foundation, practicing the foundation and practicing the basic skills", formulated the timetable of "1-day training for road law enforcement posts" according to the requirements of the activities, and insisted on conducting 9 minutes of queue discipline training every morning. Road officials made a booklet of "What you should know and know when training in road posts for 1 days" and studied it by combining self-study with concentrated study. In May, in accordance with the requirements of "1-day post training for road law enforcement", the brigade conducted a thorough examination of road law enforcement personnel; At the beginning of June, the soldiers of the county armed police squadron were hired as instructors, and together with the road administration personnel of Chaka Road Administration Brigade, they conducted a week-long centralized training in queue discipline; On June 9th, all the road administration personnel of the brigade took part in the discipline assessment of the road administration queue of the general section and the examination of the 1-day training.

(III) Administration in strict accordance with the law, and maintenance of highway road production

In early April, the brigade carried out a one-week special treatment against the situation that individual industrial and commercial households along the area illegally set up off-highway signs and car washing points used side ditches to discharge sewage. During the activity, road officials publicized and educated the laws and regulations on drivers who parked cars indiscriminately and occupied roads, "nail households" and "difficult households" who illegally set up off-highway signs. In this activity, * * * cleared 4 off-highway signs, temporarily detained 3 car washing equipment, and signed 19 copies of Environmental Sanitation Management Contract with individual industrial and commercial households along the highway; At the beginning of July, the publicity slogan of the 14㎡ wall of the road section under its jurisdiction was refreshed. Through the treatment, the people's awareness of loving and protecting roads along the line was further enhanced, and the environmental sanitation situation along the line was obviously improved.

In May, Xiwang Mining Company excavated in the building control area without permission for pipeline maintenance, and road officials ordered the company to restore the building control area to its original state according to law. Strictly examine and approve licensing matters, strengthen supervision after licensing, make the implementation of licensed projects standardized and orderly, investigate and deal with all kinds of road cases in a timely manner, and find and deal with illegal road cases together. In the first half of the year, the average patrol days of the brigade were 116 days, 6 cases of road damage were investigated and dealt with, and 165 cases of over-limit transportation were investigated and dealt with. The case investigation rate, settlement rate and claim rate all reached 1%, and the law enforcement error rate remained zero. As of June 3th, our brigade * * * collected compensation fees and utilization fees of 128,18 yuan.

(4) Focus on the key points to ensure the effectiveness of overload control

It is a long-term and important task to control the overload transportation on the highway. According to the general requirements of "strict control according to law, treating both the symptoms and root causes, based on the source and long-term control", the brigade actively went to factories and mines to carry out publicity, and signed 33 standardized loading contracts with the transportation owners, prohibiting the overload transportation vehicles with a total vehicle weight of more than 55 tons from going on the road. Once the malicious over-limit transport vehicles are found, they shall be immediately ordered to stop driving and unloaded, and severe punishment shall be imposed to ensure the safety of important infrastructure

On the way, the road officials constantly reminded passing vehicles and pedestrians to avoid and safely escort the large-scale equipment to the destination.

(5) Strengthen management and provide enthusiastic service

Carry out the service commitment activity of "finding roads in difficulties", expand the service items and contents, and implement the convenience service activities. In January, the heavy-duty semi-trailer with car number Ning c88652 was unable to drive at k2411+5m on g19 line because of the cold weather, and the people on board were frozen and hungry. When the brigade personnel learned the situation during the inspection, they actively contacted the rescue vehicle and sent food to the drivers and passengers. In May, the brigade received a report that the Dongfeng semi-trailer with the license plate number Zang ja2266 slipped on the road at k257+11 of National Highway 19 due to rain, and the vehicle caused an accident. The vehicle crossed the middle of the road, which hindered the traffic. The road officials cooperated with the traffic police and contacted the crane to remove the obstacles in time, thus ensuring the safe passage of passing vehicles and the smooth flow of roads.
