Measures for the Administration of Water Supply Source Project in Huangdao, Qingdao (revised in 2007)

Article 1 In order to strengthen the management of Huangdao Water Supply Project (hereinafter referred to as the water source project) and give full play to the benefits of the project, these Measures are formulated in accordance with the Water Law of People's Republic of China (PRC) and other relevant provisions, combined with the actual situation of this Municipality. Article 2 The term "water source project" as mentioned in these Measures refers to all engineering facilities from the sluice of Yanghe River and Caowenhe River to the water distribution forebay of Xiaozhushan Reservoir.

Water source project is a supporting project of national key construction projects. Article 3 Xiaozhushan Reservoir is the storage reservoir of water source project, and its ownership remains unchanged, and it is still managed by the water administrative department of Jiaonan City. Qingdao water administrative department is responsible for the management of water source projects and the unified dispatching of water quantity of water source projects, and its daily work is the responsibility of the West Coast Water Supply Management Office (hereinafter referred to as the Water Supply Management Office) under the Qingdao water administrative department. Article 4 The water allocation and dispatching of water source projects shall give priority to meeting the living needs of residents in Huangdao District and the water used for national key projects, and give overall consideration to industrial and agricultural water use. Article 5 The land requisitioned for water conservancy projects belongs to the scope of project management, and the water supply management office shall, jointly with the governments of Jiaonan City and jiaozhou city City, bury the land boundary and plot it for archiving.

The land and ground attachments within the scope of water source project management shall be managed and used by the project management unit, and no unit or individual may occupy them.

The water engineering protection zone is within the range of10m on both sides of the water supply pipeline and 50m on both sides of the river embankment. Article 6 The following acts are strictly prohibited within the scope of project management and project protection zones:

(a) unauthorized construction, renovation and expansion of various projects;

(2) Blasting, taking soil, quarrying and dredging;

(three) fish frying, swimming, washing clothes or discharging sewage into the waters, dumping waste residue and its waste;

(four) unauthorized water diversion and water plugging;

Xiaozhushan Reservoir, as the regulating reservoir of water source project, its water storage fee is settled quarterly by the Water Supply Management Office and Xiaozhushan Reservoir Management Office. Fifteenth water supply projects, can implement the annual collection of basic water charges.

Specific measures for the collection and management of basic water charges shall be formulated and implemented by the municipal water administrative department in conjunction with relevant departments.
