What is the relationship between pre-qualification documents and bidding documents in project bidding?

Pre-qualification documents are an integral part of the tender documents, and they are the qualification documents for bidders before formal bidding. Only after passing the examination can bidders bid.

Project bidding refers to the legal behavior of the construction unit to attract the contractors of construction projects to compete and choose the party with superior conditions to complete the project construction tasks through legal procedures and methods. The project bidding agency plays an active role in project bidding, engineering professional technical consultation, standardizing bidding behavior and improving bidding quality.

Project bidding process

1, bid evaluation. The bid evaluation shall follow the principles of science, fairness, impartiality and merit-based, and the bid evaluation method shall be selected according to the engineering situation.

The bid evaluation method should be combined with the contents of the tender, and comprehensively consider factors such as technology, price, performance and service. The quotation of engineering survey, design and construction service fees in supervision bidding should not be the most important factor in bid evaluation.

2. Bid opening. The tenderer shall, in accordance with the time specified in the tender documents and the order of submitting the final bid opening first, organize the bid opening under the supervision of the Municipal Construction Engineering Trading Center, and announce the tender offer, construction period and quality.

Bidders must participate in the bid opening, and those who do not participate will not open the bid and will not confirm the bid opening result.

3. After the bid opening, the working group will review the content and format of each bid to confirm whether the bid is qualified. For the problems in the tender, the bidders shall be asked in the order of bid opening, and the inquiry minutes shall be used as supplementary documents of the tender after being signed and confirmed by the bidders.

4. The bid evaluation process shall be kept confidential, and the qualified bidding documents and bidders shall be objectively analyzed and evaluated according to the bid evaluation method, and the bid evaluation report shall be put forward to recommend the winning bidder.

5. After the bid-winning notice is issued, the bid inviting unit and the bid winning unit shall sign the contract within the time specified in the bidding documents, and the bid winning unit shall pay the performance bond or provide bank guarantee as agreed.

6. Project contract signing procedure: The Capital Construction Department drafts the contract according to the bidding documents, bidding documents, inquiry minutes and winning results → award the contract → report to the principal in charge for review → sign by the school.

7. If the winning bidder refuses to sign the contract or pay the performance bond within the time specified in the tender documents after receiving the letter of acceptance, the bid winning result will be invalid, and the bid bond will not be returned, or the bank that issued the letter of guarantee will pay the bid bond; If a bid inviting unit refuses to sign a contract within the time specified in the tender documents, it shall double the bid bond.

8. In case of disputes arising from the provisions of the preceding paragraph, both parties may apply to the municipal construction project transaction management institution for adjudication.

Bidders who find unfair or improper behaviors in bidding may apply to the Municipal Construction Engineering Trading Center for verification.

9. It is forbidden for engineering contractors to subcontract projects; With the consent of the contractor, non-principal projects can be subcontracted.
