When will the Kalongqiao Reservoir Project start?

Construction started in 2022. Kalongqiao Reservoir in Fuquan City, Qiannan Prefecture is a medium-sized reservoir in the "Thirteenth Five-Year Plan" for water conservancy reform and development, and its engineering task is water supply and irrigation. At this stage, the normal water level is drawn up1059m, with a total storage capacity of 38.64 million cubic meters. The resettlement work in reservoir flooded area and engineering construction area involves Niuchang Town, Longchang Town and Lu Ping Town in Fuquan City.

In order to ensure the smooth progress of project resettlement and reduce unnecessary waste and loss, according to the relevant provisions of the State Council's Regulations on Land Acquisition Compensation and Resettlement for Large and Medium-sized Water Conservancy and Hydropower Projects, with the consent of the provincial people's government, the general office of the provincial government recently notified the relevant matters concerning the prohibition of new projects and resettlement in the flooded area and engineering construction area of Kalongqiao Reservoir in Fuquan City as follows:

First, people's governments at all levels and relevant departments in reservoir flooded areas and engineering construction areas should actively support the construction of Kalongqiao Reservoir in Fuquan City, provide good services for the smooth construction of the project, especially do a good job in publicizing and explaining the policies of immigrants, guide cadres and the masses to correctly handle the relationship between the state, the collective and the individual, take the overall situation into consideration, and create favorable conditions for the relocation and resettlement of reservoir flooded areas and engineering construction areas.

Two, since the date of the issuance of this notice, no unit or individual may add any construction projects and other physical indicators in the flooded area and engineering construction area of Kalongqiao Reservoir in Fuquan City. The number and type of physical indicators survey should be based on the data approved by the design unit and the local government, and no new content will be approved and compensated thereafter.

Three, in line with the provisions of the national industrial policy, and in accordance with the construction management procedures approved by the provincial and relevant departments at all levels for the following treatment:

(1) All flooded projects below the backwater range1059m shall be stopped immediately;

(2) Whether the works below the backwater range 1059 meters are flooded, but the main functions and benefits of the works will not be lost, please ask the local people's government to report the list of related works to the Provincial Development and Reform Commission, the Provincial Water Resources Department and the Provincial Ecological Immigration Bureau for research and determination within one month from the date of issuing this notice.

Four, people's governments at all levels and relevant departments involved in the construction of the Kalongqiao Reservoir in Fuquan City should strictly control the population of the reservoir flooded area and the project construction area. From the date of issuance of this notice, it is not allowed to go through immigration procedures in violation of national policies and regulations. Those who move in violation of this notice shall not be treated as immigrants, and the state shall not be responsible for relocation and resettlement.
