Can I apply for a passport with a residence permit?

Holders of residence permits can apply for passports at their place of residence, but they also need to hold other application materials.

Provisional Regulations on Residence Permit (Order No.2004 of 2004) Order No.663 of the State Council)

Thirteenth residence permit holders enjoy the following facilities at their place of residence:

(a) in accordance with the relevant provisions of the state for entry and exit documents.

The holder of residence permit will present the following materials when applying for a passport at his place of residence:

residence permit

Resident Identity Card or temporary id card.

Hukou Ben and its copy

A recent bareheaded photo.

Application Form for China Citizens Going Abroad for Private Purposes

Other materials required by the exit-entry administration department of the public security organ of the provincial local people's government after approval by the exit-entry administration department of the Ministry of Public Security.
