Measures for the administration of construction fund projects in reservoir areas

Article 1 In order to strengthen the management of reservoir construction funds and improve the efficiency in the use of funds, these Measures are formulated in accordance with the principles and policies of the national reservoir resettlement work. Article 2 The reservoir construction fund is a special fund allocated by the central government, which is mainly used to solve the problems left over by the resettlement of reservoirs (hydropower stations) directly under the central government that were put into operation before the end of 1985. Article 3 The county-level government where the reservoir (hydropower station) directly under the central government is located shall, according to the local resources and the actual situation of the problems left over by the immigrants, prepare the plan of the reservoir area construction fund project (hereinafter referred to as the project), which shall be reviewed and summarized by the provincial immigration authorities, approved by the provincial people's government, and submitted to the Ministry of Water Resources for examination and approval. Article 4 The projects within the planning shall refer to the corresponding industry regulations and norms, and prepare the preliminary work documents.

A project with an investment scale of 1 10,000 yuan or more (including 1 10,000 yuan, the same below) must prepare a project proposal, a feasibility study and a preliminary design report, which shall be evaluated and reviewed by the Reservoir Resettlement and Development Bureau of the Ministry of Water Resources and approved by the Economic and Trade Department of the Ministry of Finance. For projects with an investment scale of 6,543,800 yuan or less, the provincial immigration authorities shall determine the preliminary work content and examination and approval authority. Article 5 The provincial immigration authorities shall, after balancing the funds needed for the approved projects with the sources of funds, prepare the draft annual plan for the construction fund projects in the reservoir area, which shall be included in the annual budget of the construction fund in the reservoir area after being reviewed and summarized by the Ministry of Water Resources, and submitted to the Ministry of Finance for approval before the end of the current year 1.

The main contents of the annual plan of construction fund projects in the reservoir area include: project name, project legal person (or construction unit), construction site, construction nature, construction scale, design benefit, starting and ending years, investment sources, total investment, accumulated investment, planned investment this year, main construction contents this year, new production capacity this year, name and document number of project approval documents. Sixth immigration authorities at all levels should strengthen the supervision and management of the implementation of the annual plan of the reservoir construction fund project. The Reservoir Resettlement Development Bureau of the Ministry of Water Resources may entrust a qualified intermediary agency to conduct an audit. At the end of the year, immigration agencies at all levels should summarize the implementation of the annual plan and compile the final accounts of the reservoir construction fund project. As an annex to the annual final accounts of the reservoir construction fund, the Ministry of Water Resources shall be responsible for the review and summary, and report to the Ministry of Finance for approval before the end of February of the following year. Seventh immigration agencies at all levels should strengthen the management of project implementation. Among them, the project with the investment scale of reservoir construction fund of more than 6.5438+0 million yuan must be determined by bidding, and the supervision system shall be implemented. Eighth immigration agencies at all levels should check the project acceptance according to the principle of who approves and who accepts. After the project acceptance, the project acceptance documents shall be made and filed for future reference.

After the completion and acceptance of all the planned projects, the general acceptance of the projects should be carried out, and the completion of the implementation of the plan should be comprehensively inspected and summarized. The general acceptance is divided into three levels: self-inspection, initial inspection and final inspection. Self-examination is organized by the people's government at the county level, and the initial examination is carried out by the provincial immigration authorities on the basis of self-examination. After the initial inspection is qualified, the initial inspection unit shall apply, and the Ministry of Water Resources shall organize the final inspection. Ninth project units must use the reservoir construction fund in accordance with the provisions, and accept the supervision and inspection of the financial and auditing departments. Those who embezzle, misappropriate or intercept the construction fund in the reservoir area shall be investigated for the responsibility of the relevant units and personnel, and those who violate the law shall be handed over to judicial organs for handling. Article 10 These Measures shall be interpreted by the Ministry of Water Resources in consultation with the Ministry of Finance. The specific management rules of the project shall be formulated separately by the Reservoir Resettlement Development Bureau of the Ministry of Water Resources.
