From the beginning, the management system of integrating the Eight Banners and the military and political affairs gradually changed into the dual system of the banner and the people, and finally changed into the provincial and county system of managing civil affairs like the mainland, making this area an important part of the Qing government's jurisdiction.

Because of the importance of Sanxing area in Northeast China, there are many books on the history, nationality and culture of this area in ancient and modern times, so the research results of historical geography and national culture of Sanxing area by scholars at home and abroad are endless.

Especially, the political, economic and ethnic ruling system of the period of Deputy Commander-in-Chief of the Three Surnames in Qing Dynasty was deeply studied, which made us have a certain understanding of the history of the Three Surnames and the situation of the local Hezhe ethnic minorities.

Sanxing area's long history, important geographical location and unique national culture make it an indispensable part of our study of northeast history and national history. The study of historical geography in Sanxing area has important cultural cognitive value and historical significance.

This paper intends to take space as the line and time as the wing to study the Qing dynasty's ruling policy on the three surname areas and its changes before and after.

This paper focuses on the establishment of three surname yamen in the early Qing Dynasty, its local rule, the establishment and management of post stations, and various political and economic management policies for minority residents. This paper focuses on the changes in the ruling policy of the late Qing Dynasty to the three surname areas, the background of abolishing the deputy governor's office and establishing counties, the process of immigration and settlement, and the influence of the Qing Dynasty's rule on the local society and nationalities.

The purpose of this paper is to clarify the political, economic and ethnic management policies of the Qing Dynasty on the Sanjiang River Basin, especially in the area with three surnames, and to explore the unique ethnic history and culture contained in the area with three surnames.

Because history is closely related to linguistics, geography, philology, ethnology, archaeology and surveying, we need to widely absorb and apply the research methods and theoretical achievements adopted by these sciences in exploration and research.

To study the rule of three surnames in Qing Dynasty, the author first collected a large number of ancient documents and local records, attached great importance to historical archives, and widely absorbed modern people's views and achievements on the historical and cultural research of three surnames.

In the process of research, this paper also makes extensive use of the research results of ethnology, cartography and archaeology for textual research, and widely absorbs new ideas and achievements of adjacent disciplines.

Through the comparison of surveying and mapping maps in different times, we can not only find the changes in the construction of the three surname areas, but also understand the distribution and migration routes of local nationalities more intuitively, which is an indispensable and important method for this paper to study the three surname immigrants in Qing Dynasty.

I hope this article can help us better understand the politics, economy, nationality and culture of the three surname areas in the Qing Dynasty, and help us better understand the ruling policy of the Qing Dynasty to the whole northeast frontier area. ...
