Management mode of uninhabited islands

Lu 20 1 1 and 12, directors of the Island Management Office of the State Oceanic Administration, said on April 2 that in order to make the uninhabited islands in China be scientifically and reasonably developed and utilized, and minimize the adverse effects, the state has formulated a series of rules and regulations for developing uninhabited islands, requiring units and individuals to make detailed development and utilization plans for the islands to be developed according to the island protection and utilization plans prepared by the government.

China will publish the list of uninhabited islands as a routine work. According to the actual needs of island protection planning and island development and construction, coastal provinces will publish the list of uninhabited islands one after another, actively play the guiding role of the government in the development and construction of uninhabited islands, strengthen the law enforcement inspection of island cruises, and urge development and utilization units and individuals to develop and build islands in strict accordance with national laws and policies and specific development and utilization plans, so as to realize equal emphasis on island development and protection and promote sound and rapid development of island economy.

Lu said that foreigners and foreign-funded enterprises can apply for the development and utilization of uninhabited islands, but they must report to the State Council for approval.

Lu said that in principle, uninhabited islands do not carry out real estate residential development. Because there is no permanent population, uninhabited islands will not become inhabited islands because of development and utilization.

The Measures for the Administration of the Collection and Use of Use Funds for Non-resident Islands issued by the Ministry of Finance and the State Oceanic Administration stipulates that the state implements a system of paid use of non-resident islands. The right to use uninhabited islands can be transferred by applying for examination and approval, or by bidding, auction or listing. Among them, islands for tourism, entertainment, industry and other businesses with two or more intentions will be sold by bidding, auction and hanging.

The transfer of the right to use uninhabited islands shall be subject to the lowest price restriction system. The lowest price standard for transferring the right to use uninhabited islands shall be determined by the financial department of the State Council jointly with the marine administrative department of the State Council according to the classification of uninhabited islands, the types and methods of island use, the offshore distance and other factors, and the ecological compensation factors shall be properly considered, and adjusted in a timely manner.
