As a law to promote the construction of spiritual civilization, Changde Municipality's Regulations on the Promotion of Civilized Behavior first wrote socialist core values into local laws and regulations and advocated civilized behaviors that citizens should abide by. In view of the uncivilized behaviors concerned by the current society, such as "catering service operators are not equipped with public chopsticks and spoons", "smoking in public places where smoking is prohibited" and "renting vehicles by public transport such as bicycles and cars without parking according to regulations", the corresponding legal responsibilities are stipulated.

Article 1 In order to cultivate and practice socialist core values, standardize citizens' daily behaviors, improve citizens' civilized quality and improve the degree of social civilization, these Regulations are formulated in accordance with the provisions of relevant laws and regulations and in light of the actual situation of this Municipality.

Article 2 Civilized behavior promotes adherence to the leadership of party committees, government promotion and public participation, and follows the principle of combining rule of law with rule of virtue, and combining standardization with advocacy.

Third city and county (city, district) spiritual civilization construction steering committee is responsible for the overall promotion of civilized behavior within their respective administrative areas.

City, county (city, district) spiritual civilization construction steering committee working institutions specifically responsible for guiding, coordinating, supervising, inspecting and evaluating the promotion of civilized behavior within their respective administrative areas.

Article 4 The people's governments of cities and counties (cities, districts) shall incorporate the promotion of civilized behavior into the national economic and social development plan, formulate relevant policies, improve public infrastructure, and include the required funds in the fiscal budget at the corresponding level.

City, county (city, district) people's government development and reform, education, public security, civil affairs, finance, transportation, health, market supervision and management, urban management and comprehensive law enforcement departments shall, according to their respective responsibilities, do a good job in promoting civilized behavior.

Fifth Township People's governments and sub-district offices shall, in accordance with their duties and the provisions of these Regulations, do a good job in promoting civilized behavior within their respective jurisdictions.

Residents' committees and villagers' committees shall strengthen the publicity and guidance of civilized behavior and assist relevant units to publicize civilized behavior.

Article 6 Advocating civilized behavior is the common responsibility of the whole society. All units and individuals should actively participate and consciously resist uncivilized behavior.

Trade unions, the Communist Youth League, women's federations and other people's organizations shall organize activities to advocate civilized behavior.

Schools, kindergartens and families should strengthen the education of civilized behavior habits of teenagers and children.

The news media should publicize and advocate civilized behavior.

Article 7 Encourage the use of recyclable products, reduce the use of disposable consumer goods and over-packaged products, and save resources.

Encourage the choice of green and low-carbon modes of travel, such as walking, cycling and public transportation.

Article 8 Except for secret-related units, primary and secondary schools, kindergartens, government agencies, institutions, banks, hotels, large shopping malls and supermarkets should open toilets to the public free of charge, and government agencies and institutions should open parking lots to the public free of charge on weekends and legal holidays.

The facility management unit shall set up obvious signs of toilets and parking lots in a prominent position.

Article 9 Public places shall comply with the following provisions:

(1) Do not use foul language, make noise, fight, make moderate phone calls or use electronic equipment when taking public transport;

Seventeenth city and county (city, district) people's governments and their relevant departments shall scientifically plan and rationally arrange the following public service facilities:

(1) Social welfare facilities such as nursing homes, welfare homes and kindergartens;

(two) blind roads, ramps, elevators, handrails and other barrier-free facilities;

(3) Special places and facilities for charging electric vehicles and new energy vehicles;

(4) Municipal public facilities such as roads, bridges, overpasses, underpasses, green lighting, parking lots, parking areas for non-motor vehicles, public toilets and garbage sorting boxes;

(five) airports, stations, docks, government halls, hospitals, shopping malls, tourist attractions and other public places equipped with maternal and child rooms and barrier-free toilet seats and other convenient facilities;

(six) airports, railway stations, bus stations, passenger terminals and other passenger distribution centers set up cruise taxi dispatching service stations, and demarcate queuing areas;

(seven) residential areas, streets, buildings, doorplates and other place name recognition facilities;

(eight) public toilets, emergency shelters, no smoking and other signs, public billboards, billboards, signs of civilized behavior and other publicity facilities;

(nine) other safety facilities related to the propaganda of civilized behavior.

Eighteenth units and their staff responsible for promoting the management of civilized behavior have one of the following acts, and the directly responsible person in charge and the directly responsible person shall be punished according to law:

Article 19 In violation of the provisions of the second paragraph of Article 10 of these regulations, catering service operators are not equipped with public chopsticks and spoons, or in violation of the provisions of the third paragraph, catering service personnel who are in direct contact with food are not required to wear masks and gloves, and the market supervision and management department shall order them to make corrections; Refuses to correct, the individual catering service operators shall be fined more than 200 yuan 1000 yuan, and the catering service legal person or other organization operators shall be fined more than 1000 yuan 10000 yuan.

Twentieth in violation of the provisions of the first paragraph of Article eleventh of this Ordinance, smoking in public places where smoking is prohibited, the health department shall order it to make corrections, give it a warning, and may impose a fine of not more than 500 yuan. Twenty-third in violation of the provisions of this Ordinance shall be given a fine of administrative punishment, the competent department may, in accordance with the wishes of the offender, arrange for him to participate in relevant social services; Those who have completed social services may be given a lighter or mitigated administrative punishment.

Article 24 Changde Economic and Technological Development Zone, Changde High-tech Industrial Development Zone, Liuyehu Tourist Resort, West Lake Management Zone, Xidongting Management Zone and Taohuayuan Scenic Area Management Bureau shall, in accordance with the relevant provisions of these Regulations, do a good job in promoting civilized behavior within their respective administrative areas.
