Background introduction of the economic center in the upper reaches of the Yangtze River

Chongqing is not only the only municipality directly under the central government in the central and western regions, but also a powerful urban agglomeration around it. It has been identified as a national central city and is also the strategic decision-making essence and important chess piece of the central government.

The central city of Chongqing is born out of Chongqing's five-fold "mission". First, its regional function. Its function has great influence in the whole western region at least, and it can undertake the important strategic mission entrusted by the state. Secondly, it must be an open city that the whole western region is directly open to the outside world, just like Munich and Frankfurt in Germany, and directly participate in international competition through the inland. Third, it must be a very important international gateway hub for transportation, people flow, logistics and information flow in the whole western region. Fourth, we must undertake some special national strategic industrial functions or economic functions. In recent years, Chongqing's financial industry has developed rapidly and began to show its function as a financial center. Although the development of IT industry is not arranged by the state from top to bottom, it has also actively and fully played the role of the national strategic industry. Fifth, it should be a policy experimental area for the country to deepen reform and opening up. Since the reform and opening up, the national strategy has been promoted step by step from Shenzhen to Pudong New Area, Binhai New Area and Liangjiang New Area in Chongqing.

In July 2008, the Third Session of the Third Session of the Chongqing Municipal Committee first put forward "five Chongqing"-"livable Chongqing", "safe Chongqing", "forest Chongqing", "safe Chongqing" and "healthy Chongqing", which became the strategic decision of Chongqing.
