Chapter 1 General Provisions
Article 1 These implementation rules are formulated in accordance with the provisions of Article 19 of the "Exit and Entry Administration Law of the People's Republic of China".
Article 2 These implementation rules apply to Chinese citizens leaving and entering the country for private matters. The so-called "private matters" refer to: settling down, visiting relatives, visiting friends, inheriting property, studying abroad, employment, tourism and other non-official activities.
Chapter 2 Exiting the Country
Article 3 Citizens residing in the country who want to leave the country for private matters must apply to the exit and entry management department of the municipal or county public security bureau where their residence is located and answer relevant inquiries. And perform the following procedures:
(1) Submit household registration book or other household registration certificate;
(2) Fill in the exit application form;
(3) Submit Opinions of the employer on the applicant’s departure;
(4) Submit proof corresponding to the reason for departure.
Article 4 The certificates referred to in Item 4 of Article 3 of these Implementing Rules refer to:
(1) To leave the country to settle, you must submit proof that relatives and friends in the intended place of residence agree to settle there. Or proof of settlement permission to go to the country;
(2) When going abroad to visit relatives and friends, a certificate of invitation from relatives and friends must be submitted;
(3) When going abroad to inherit property, a certificate of legal inheritance rights must be submitted ;
(4) To study abroad, you must submit the admission certificate of the receiving school and the necessary financial guarantee certificate; Proof of employment and employment;
(6) For overseas travel, proof of foreign exchange expenses required for travel must be submitted.
Article 5 The municipal or county public security bureau shall make a decision on approval or disapproval of an exit application within 30 days, or within 60 days if the application is in a remote location or with inconvenient transportation, and notify the applicant.
If the applicant does not receive notification of the approval result within the specified time, he has the right to inquire, and the accepting department shall respond; the applicant believes that disapproval of exit is not in compliance with the "Exit and Entry of Citizens of the People's Republic of China and the People's Republic of China" According to the "Administrative Law", the person has the right to file a complaint with the public security organ at the next higher level, and the accepting organ shall handle and respond.
Article 6: Citizens residing in the country who are approved to leave the country shall be issued a passport of the People's Republic of China by the exit and entry administration department of the public security organ, together with an exit registration card.
Article 7 After citizens residing in the country have completed the visa or entry permit for the country they are traveling to, they should go through household registration procedures before leaving the country. Those who leave the country to settle down must go to the local police station or household registration office to cancel their household registration. If you leave the country for a short period of time, you must apply for temporary household registration, and upon return, you can restore your permanent household registration at your original place of residence with your passport.
Article 8 Chinese citizens who return to the country before leaving the country must present a valid People’s Republic of China and the People’s Republic of China

Chapter 3 Entry
Article 9 Chinese citizens who are overseas and return to the country for a short period of time must present a valid passport of the People’s Republic of China or a valid passport of the People’s Republic of China. Enter with a travel permit or other valid entry and exit documents.

Article 13 Chinese citizens who have settled abroad and return to China for a short period of time must register for temporary residence in accordance with household registration regulations. Chapter 4 Exit and Entry Inspection

Article 15 Under any of the following circumstances, the border inspection station has the right to prevent exit or entry:

Chapter 5 Document Management

In the country, passport extensions for Chinese citizens who have settled abroad shall be handled by the public security departments (bureaus) of provinces, autonomous regions, and municipalities directly under the Central Government and their authorized exit and entry administration departments of public security organs; passport extensions for citizens living in the country before leaving the country shall be handled by the original issuing authority or the exit-entry administration department of the public security bureau in the place of residence.

(2) Citizens use passports and documents to cheat;

Chapter 6 Punishment

Chapter 7 Supplementary Provisions
