(2) The applicant has entrepreneurial ability.

(3) The applicant has no enterprise in operation.

(4) No less than 3 people (excluding the entrepreneurs themselves) are employed.

(5) In addition to being stationed in incubators, entrepreneurial bases and industrial parks, the bid for micro-enterprises must have independent business premises. (6) Neither the applicant's husband nor wife enjoys the micro-enterprise support policy.

II. Application Procedures

(1) Application for Starting a Business

1. Applicants whose household registration is in Fuling District should register and declare on the "Chongqing Micro-enterprise Development Network", and submit the following materials to the industrial and commercial office as prompted after obtaining the approval of the industrial and commercial office where they intend to start a business:

(1) The Application for Starting a Business for Micro-enterprises in Chongqing can be collected at the industrial and commercial office and the district micro-enterprise office.

(2) the original and photocopy of the household registration book (home page, applicant's page, increase and decrease pages);

(3) Original and photocopy of ID card;

(4) Original and photocopy of identification materials such as "nine categories of people";

(5) proof of business scale or site, etc.

2. If the household registration is outside Fuling District, in addition to the above five materials, the residence certificate issued by the village (neighborhood) committee of the current residence or the temporary residence certificate issued by the public security organ shall be submitted. If the industrial and commercial office meets the requirements, it shall sign the recommendation and report it to the district micro-enterprise office for review.

(II) District Micro-enterprise Office organizes entrepreneurship training

After passing the examination, the District Micro-enterprise Office formulates a training plan, and the training time is 5 days. College graduates who have participated in SYB entrepreneurship training and obtained a bachelor's degree or above in economics may not participate in the training, but should independently complete the Venture Capital Plan and submit it to the district micro-enterprise office.

(3) District Employment Training Center conducts centralized training (free of charge)

Trainers should submit:

1. 2 originals and photocopies of ID cards; 2 recent 2.2-inch color photos; 3 proof of business scale (such as land transfer certificate and site certificate, etc.).

(4) Go through the pre-approval registration of enterprise name (4th floor, industrial and commercial window of the district administrative examination and approval center, 7223295) and submit the following materials:

2. the certificate of the appointed representative or the entrusted agent; 3. Original and photocopy of the investor's ID card.

the applicant shall submit a copy of the notice of pre-approval of name to the industrial and commercial office in time, and then the industrial and commercial office will send the materials to the micro-enterprise department of the district industrial and commercial branch or to the employment training center.

if the business project involves pre-approval (such as "animal epidemic prevention condition certificate" is required for livestock and poultry breeding), the applicant shall go through the licensing formalities with the Notice of Pre-approval of Enterprise Name.

(V) Opening a temporary account

The applicant should open a temporary account with one of the five banks, namely, Chongqing Rural Commercial Bank Fuling Branch, Chongqing Bank Fuling Branch, Chongqing Three Gorges Bank Fuling Branch, China Agricultural Bank Fuling Branch and China Construction Bank Fuling Branch. Exempt micro-enterprises from account opening fees. Starting a temporary account must be handled by the applicant himself. Submit the following information:

1. Original and photocopy of the Notice of Pre-approval of Enterprise Name;

If there is no objection, the district micro-enterprise office will issue the Notice on the Decision of Micro-enterprise Entrepreneurship Audit, which will be collected and filed by the staff of the industrial and commercial office of the jurisdiction and the industrial and commercial window of the district administrative examination and approval center.

(VII) Applicant's deposit

Applicants can check the amount of financial support funds on Chongqing Fuling District Government Public Information Network, Chongqing Micro-enterprise Development Network, Fuling Red Shield Information Network, or Fuling District Micro-enterprise Association Network. Then deposit the amount of contribution you should pay into the temporary account. Go through the capital verification procedures for a limited company first, and then apply for a business license at the administrative examination and approval center with the information required for registration. The sole proprietorship enterprise and partnership enterprise shall apply for a business license at the industrial and commercial office under their jurisdiction with the information such as bank deposit certificates.

(VIII) To apply for an enterprise business license

To apply for a limited company, the following materials are required:

1. Original notice of pre-approval of enterprise name;

2. Application for registration of company establishment;

3. the certificate of the appointed representative or the entrusted agent;

4. Certificate of residence use;

5. A copy of the investor's ID card;

6. capital verification report;

7. resolutions and articles of association of the shareholders' meeting;

8. The original Notice of Decision on Micro-enterprise Entrepreneurship Review (submitted directly to the examination and approval center by the Micro-enterprise Department). The business license shall be handled at the industrial and commercial window of the administrative examination and approval center.

To handle a sole proprietorship enterprise (multi-partnership agreement and confirmation of capital contribution), the following information shall be provided:

1. Original notice of pre-approval of enterprise name;

2. Application for registration of enterprise establishment;

3. the certificate of the appointed representative or the entrusted agent;

4. Identification certificate of the investor;

5. proof of enterprise residence;

6. Original Notice of the Decision of Micro-enterprise Venture Review (submitted directly by the Micro-enterprise Department to the Industrial and Commercial Office)

7. Copy of the certificate of deposit issued by the bank (certificate of deposit for the part that it should contribute). The business license shall be handled in the industrial and commercial office of the jurisdiction.

(IX) The formalities that should be handled after handling the business license

The official seal, organization code certificate, national tax certificate, etc. should be engraved, and handled at the district administrative examination and approval center. Then transfer the temporary account to basic deposit account. The enterprise can apply for withdrawal from the bank after obtaining the "Account Opening Permit" for 3 working days (postponed on holidays).
