How do children born in Russia get passports?

/kloc-For local registered residents under the age of 0/6, the guardian shall bring his/her household registration book, ID card, children and children's birth certificates, photos and photo receipt to the Exit-Entry Administration of the Public Security Bureau where the household registration is located, and can make an appointment online.

Non-local household registration, plus a residence permit valid for one year or more, and social security for one year in a row.
