According to the document number (198 1) 19, the Provisions on Several Issues Concerning party member's Going Abroad or Going to Hong Kong and Macao for Private Purposes and document No. No.22 (1986) issued by Tianjin Municipal Committee of the Organization Department of the Municipal Party Committee, concerning party member's application for leaving the country to retain (or stop) his party membership due to private affairs.

I. Measures for the Administration of Traveling Abroad in party member.

Mobile party member went abroad on business (border), participated in temporary party organization activities of organizational units, and completed overseas appraisal according to regulations. In addition to the examination and approval unit, the overseas appraisal form shall also be submitted to the mobile party member Party branch.

Those who flee to or stay abroad or abroad, and do not return, shall be dealt with according to the relevant provisions of the "Regulations on Disciplinary Actions within the Production Party of China (Trial)".

Two, the flow of private affairs in party member (visiting relatives, friends, studying at their own expense, working, doing business, etc.). Measures for the administration of going abroad.

1. Floating party member goes abroad (outside the country) for personal reasons. During the period outside the country (outside the country), the organization life is suspended, the party membership fee is suspended, and the party membership is retained. Before party member goes abroad for private affairs, he should immediately report to the party branch of the mobile party, and go through the examination and approval procedures for retaining the party membership after completing the political examination procedures and obtaining a passport. Party member himself does not report to the party organization or go through the formalities of retaining party member, and all consequences will be at his own risk.

2, mobile party member for private abroad (border) to retain or stop the examination and approval procedures for joining the party:

Before party member went abroad (for personal reasons), after going abroad (for personal reasons) for political examination and obtaining a passport, I should fill out the Approval Form for party member to Retain or Stop Party Membership for personal reasons and report it to the mobile party member Party branch. After the examination and approval by the branch, the opinions shall be submitted to the General Party Branch of the Personnel Bureau for examination and approval, and to the Party Committee of the district direct organ for the record. The "Mobile party member Activity Certificate" or "Mobile party member Management Manual" issued shall be recovered at the same time.

3. After returning to China on schedule, I will report my thoughts abroad to the Party organization in writing, fill in the Report on party member's Return to China, and resume party member's identity to go abroad for personal approval. After approval and payment of membership dues, I will resume my organizational life. Mobile party member Party Branch is responsible for returning the Mobile party member Activity Certificate and the Mobile party member Management Manual.

4. Those who have gone abroad (in China) for personal reasons in party member and have not returned for their holidays will not be treated in party member for the time being. After returning to China, its membership shall be handled according to the following principles:

(1) If I return to China after the holiday, I will report the reasons to the Party organization. If the party organization thinks that the reasons are justified and there is no problem after examination, it can resume its organizational life.

(2) If it is overdue for half a year without reason or there is a general mistake, it can be criticized and educated according to the specific situation, and appropriate disciplinary action will be given when necessary. After I have a certain understanding, I can also resume my organizational life.

(3) Those who have returned to China for more than one year without any reason are generally not allowed to resume their organizational life and quit the party on their own. If serious problems are found and the situation is true after examination, they should be dealt with seriously until they are expelled from the party.

Three. Party member management of going abroad (border) flow.

Move party member to settle outside the country (territory), that is, stop party member identity. At the same time of going abroad (border) for political examination, go through the formalities of stopping the examination and approval of party membership. Those who are preparing for party member will no longer go through formal formalities and will no longer retain their qualification to prepare for party member.

Four, the flow of party member to go abroad (border), I asked to quit the party, you can go through the formalities of quitting the party according to the provisions of party constitution. I wrote an application for quitting the party, and after discussion at the party branch meeting, I announced my expulsion and reported it to the higher party organization for the record.

Five, approved to go abroad (border) to settle in party member, where a few years after returning home, I put forward a request to solve the problem of its party member status, in principle, can not restore its party member status, after returning home, good performance, you can re-join the party. Due to special circumstances, if the Party organization thinks that it can resume its membership, the Party branch will put forward its opinions, which will be reviewed by the Party General Branch of the District Personnel Bureau, the District Committee and the Organization Department of the District Committee, and reported to the Organization Department of the Municipal Party Committee for approval.
