UNHCR's strategy aims at strengthening communication, identification and assistance to refugees during migration, and increasing their opportunities for education and livelihood in asylum countries. The Agency also gave priority to the protection assessment of refugees in remote areas and increased cash assistance to vulnerable urban refugees. In order to reduce the risk of migrants embarking on a dangerous journey, UNHCR calls on all countries to strengthen the safe and legal channels for refugees and strengthen the use of two emergency border crossings in Rwanda and Niger to assist refugees evacuated from Libya.
