New Rural Construction in Sun Xing Villages and Towns

With the goal of building a well-off society in an all-round way, we will make overall plans for urban and rural development, make efforts to promote rural population to enter cities and towns for employment and settlement, support secondary and tertiary industries, focus on urban construction, accelerate the development of industrial clusters, promote urbanization and build a new socialist countryside.

1. Focus on urban construction and improve the urban system.

Focusing on township development and construction, two urban development zones will be built along 107 national highway and Xinpu highway. By the end of the 11th Five-Year Plan, an urban system with towns as the center and Zhangwudian and Ji Cheng as key villages will basically be formed. Strengthen the construction of access roads in and out of cities and towns and connect the backbone network of highways. Combined with the development direction of the township, four first-class highways with two vertical lines and two horizontal lines are planned to form a fast, convenient, smooth and safe urban traffic network.

Strengthen the construction of urban water supply projects, comprehensively transform the drainage system, and complete the township river regulation project.

Build a water plant at the east side of Maxing Line. The design scale of the first phase project is 5000m3/day, and the second phase will be expanded to 654.38+0,000m3/day. The drainage system adopts rain and sewage diversion drainage system, and the rainwater is drained by cover channel, and the local drainage is by culvert or pipeline. Sewage is collected by the sewage pipeline system, collected in the sewage treatment plant, and discharged after reaching the standard.

Complete the planning of urban natural gas utilization project, and strive to realize gas transmission from west to east in the industrial cluster area before 20 10 in accordance with the unified arrangement of gas transmission from west to east. The gas consumption is considered according to the population of the planning area10.5 million, and the gas consumption of small industrial users is also considered.

Strengthen the construction of urban public facilities, build cultural and sports centers, and improve the service functions of urban public facilities. Strengthen the construction of human settlements, build administrative and cultural squares, commercial and leisure squares, and build ecological green belts of Weihe River and Mengjiangnv River.

2. Eliminate institutional and policy obstacles and accelerate the process of urbanization.

Plan and build industrial clusters, expand the coverage of towns and villages, and enhance the cohesion of towns and villages to population, capital and industry. Accelerate the reform of the urban household registration system, gradually implement the household registration system based on legally fixed residences and legally stable occupations, and eliminate institutional obstacles to urban development. Actively create conditions for the next generation in rural areas to move to cities and towns and promote the process of urbanization. Deepen the reform of urban infrastructure investment and financing system, and encourage all kinds of social funds to invest in urban infrastructure construction and operation. Standardize the urban land market, and gradually improve land rent, taxes and fees, land replacement, rural homestead management, land use for township enterprises, collective land circulation management and land management in industrial clusters. Attach importance to the development of township economy, support and encourage the development of four pillar industrial enterprises and the tertiary industry serving the primary, secondary and tertiary industries in rural areas, promote the transfer of rural labor force to the secondary and tertiary industries, enhance the overall functions and comprehensive competitiveness of cities and towns, and promote the sustainable development of urbanization. At the end of the 11th Five-Year Plan, 5,000 people moved from rural areas to villages and towns.

3. Implement the policy of feeding back agriculture and build a new socialist countryside.

Vigorously promote industry to drive agriculture and towns to drive rural areas, and gradually increase the intensity of industry to feed agriculture and towns to support rural areas. Further strengthen the construction of rural infrastructure and public service system, and gradually narrow the gap between urban and rural residents in enjoying public services.
