Article 6 Mainland citizens who want to go to Hong Kong and Macao for personal reasons must apply to the exit-entry administration department of the municipal or county public security bureau where their household registration is located.

Twelfth mainland citizens who have been approved to settle in Hong Kong and Macao shall be issued a pass to Hong Kong and Macao by the exit-entry administration department of the public security organ. The holder shall cancel the account at the local police station before going to Hong Kong and Macao, and go to Hong Kong and Macao within the specified time. Mainland citizens who have been approved to travel to and from Hong Kong and Macao for a short period of time shall issue passes to and from Hong Kong and Macao. The holder shall go and return on time within the specified time.
