Which department should be in charge of the new rural construction?

Abstract: Some people say that the rural work leading group (Ministry of Agriculture and Industry) of the Party Committee system is in charge, because building a new socialist countryside is a principle and policy put forward by the central government; others say that it should be under the control of the comprehensive agricultural development office (IFAD) of the government system, because it should be carefully organized and implemented. Personally, I think that the new rural construction is a long-term task, no matter who, temporary management is not enough. In the new rural construction, special institutions should be set up from the central government to the local government, office funds should be implemented, institutional mechanisms should be innovated, and all participating departments should be urged to perform their duties, report projects well, use every penny well, do everything well, and solidly promote the process of new rural construction.
