Overview of Northeast Revitalization Strategy

2. Strengthen the construction of agriculture and rural infrastructure.

Carry out agricultural infrastructure construction focusing on water conservancy and rural infrastructure construction focusing on water, electricity, roads and gas. We will promote the construction of major water conservancy projects such as the Yellow River Diversion Project, Sanjiang Plain Irrigation Area, Nierji Reservoir Downstream Irrigation Area, Chuole Water Control Project Downstream Irrigation Area and Daan Irrigation Area, and accelerate the implementation of dangerous reservoirs, water-saving irrigation demonstration and small-scale farmland water conservancy projects. Support the development of new grain storage and circulation formats such as grain banks. Construction of large grain logistics bases, nodes and strategic loading points, as well as grain storage and drying facilities. Actively promote agricultural informatization, establish and improve agricultural science and technology support and socialized service system. Accelerate the development of small towns and central villages and comprehensively improve the production and living conditions of rural residents. Accelerate the solution of rural drinking water safety problems. Cancel the matching funds for rural public welfare construction projects at and below the county level.

(4) Strengthening infrastructure construction to create conditions for comprehensive revitalization.

1. Accelerate the construction of comprehensive transportation system.

Construction of Beijing-Shenyang, Shen Dan and Haqi passenger dedicated lines and Jitu, Dadan, Hamu and Hajia railways will be started, and the reconstruction of existing lines such as Musui and the construction of northeast border railway, hershey-Arija Sate railway, Bai Yinhua-Chifeng-Jinzhou port coal transportation dedicated line, Tongjiang railway bridge and coastal port dredging railway will be promoted. Coordinate the construction of trunk and regional airports, improve the layout of airports in Northeast China, step up the reconstruction, expansion and new relocation of airports in Northeast China during the Eleventh Five-Year Plan period, and do a good job in the preliminary work of airport reconstruction, expansion and new relocation during the Twelfth Five-Year Plan period. According to the relatively backward highway construction in Northeast China and the characteristics of cold areas, we will further increase investment in the construction of expressways and "village-to-village" highways in Heilongjiang, Jilin and eastern Inner Mongolia. Establish a coordination and promotion group for transportation infrastructure construction in Northeast China to promote the construction of transportation facilities in Northeast China.

2. Optimize the energy structure

Construction of two 10-kilowatt wind power bases in eastern and northeastern Inner Mongolia, coal-fired power transmission channels in eastern Inner Mongolia and Heilongjiang and other projects will be started, and the preliminary work of the second phase of Hongyanhe project in Liaoning and the nuclear power projects in Xu Dabao and Jilin will be accelerated. Strengthen the construction of northeast power grid, vigorously promote the transformation of existing power grid, and enhance the transmission capacity of backbone power grid. Intensify the transformation of rural power grids, especially those in major grain producing areas and forest areas. Study and solve the problem of distributed power sources such as wind power accessing the Internet. Take the lead in piloting smart grid construction in Northeast Power Grid.

(V) Actively promote the transformation of resource-based cities and promote sustainable development.

1. Cultivate and expand alternative industries.

Developing alternative industries is the fundamental way out for resource-exhausted cities to realize economic transformation. Organize and implement special projects for resource-based cities to absorb employment, comprehensively utilize resources and develop alternative industries, and support and guide resource-based cities to form new leading industries as soon as possible. Encourage financial institutions such as development banks to increase their support for the sustainable development of resource-based cities. Support resource-based cities to develop alternative industries in terms of industrial layout, project audit, land use, loan financing, technology development and market access. Support resource-based cities to continue to build alternative industrial parks and actively undertake industrial transfer. Organize research and formulate the development plan of resource-based cities to continue to replace industries and do a good job of implementation.

2. Establish a long-term mechanism for sustainable development

A reserve system for sustainable development of resource-based cities will be introduced, and some of the reserves will be earmarked by the government to solve problems such as environmental governance of resource-based cities. Carry out sustainable development pilot projects in resource-based cities where resource development is in the growth stage or maturity stage. Study and formulate regulations on sustainable development of resource-based cities. The people's governments at the provincial level shall introduce policies and measures to support the sustainable development of resource-based cities, and incorporate the transformation work into the comprehensive assessment system of the main leading cadres of the people's governments of resource-based cities.

3. Further increase financial policy support.

Strengthen the guidance for the transformation of resource-exhausted cities and improve the efficiency of financial transfer payment in resource-exhausted cities. The central government should increase its support for the treatment of super-large mines and deep goaf in resource-based cities. The arrangement of special funds for replacing resources for prospecting in crisis mines should be inclined to the resource-exhausted cities in the old industrial bases in Northeast China. Support resource-based enterprises in resource-exhausted cities to develop and utilize resources outside the region and abroad.

(6) Effectively protect the ecological environment and vigorously develop a green economy.

Strengthen ecological construction. Continue to implement natural forest protection _ Ding Cheng. We will earnestly strengthen ecological projects such as restoration and protection of natural grasslands and comprehensive prevention and control of soil erosion in black soil areas. We will earnestly strengthen the construction of ecological projects such as wetland protection and restoration, desertification land management and mine environment improvement, and organize the implementation of ecological migration in the core area of Zhalong Wetland in Heilongjiang Province.

Actively promote energy conservation and emission reduction. Strengthen the total control of key pollution sources. Restrict the expansion of industries with high energy consumption and high pollution, and shut down small enterprises with serious pollution such as small thermal power, small steel, small paper making and small cement. Focus on energy, raw materials, equipment manufacturing, agricultural products processing and other industries, strengthen the construction management of various industrial parks, and promote cleaner production.

Encourage the development of circular economy. Vigorously promote the application of energy-saving technology products.

Strengthen environmental pollution control. Strengthen the prevention and control of water pollution in key river basins such as Songhua River and Liaohe River, and support the Songhua River basin to carry out the pilot project of paid acquisition and emission trading of major pollutants. Increase the construction of urban garbage and sewage treatment facilities. Strictly monitor and prevent industrial pollution, and make overall plans to solve agricultural non-point source pollution. Comprehensively promote the comprehensive improvement of rural environment.

(seven) focus on solving people's livelihood problems and accelerate the development of social undertakings.

Increase the scale of urban low-rent housing and affordable housing construction, intensify the transformation of shanty towns in state-owned forest areas, dilapidated houses in state-owned reclamation areas, dilapidated houses in rural areas and dilapidated houses, and continue to do a good job in the transformation of shanty towns in coal mines. Support the transformation of urban shanty towns. Increase support for cogeneration projects in cold areas of Northeast China, and speed up the transformation of urban central heating pipe network in Northeast China. Promote the development of social undertakings such as education and health.

(8) Deepen cooperation between provinces and regions and promote the development of regional economic integration.

Promote regional integration and development. In the near future, we will first organize cooperation in tourism, logistics, transportation and science and technology, and integrate major infrastructure construction. Establish a northeast cooperation mechanism. Establish a consultation mechanism for the chief executives of the four northeastern provinces (regions), and regularly study and coordinate the construction of major infrastructure projects across provinces (regions), industrial layout, and coordinated regional development.

(9) Continue to deepen reform and opening up and enhance the vitality of economic and social development.

Deepen the reform of state-owned enterprises. Determine the qualified areas in Northeast China as soon as possible and carry out the national comprehensive reform pilot. Actively promote the reform of the financial management mode of the county directly under the jurisdiction of the province, and study and establish the basic financial security mechanism at the county level. Explore the diversified ways of credit enhancement of corporate bonds. Vigorously develop various forms of new rural financial institutions. Accelerate the development of agricultural insurance. Establish and improve the circulation of rural land contractual management rights and the trading market of forestry elements. Promote the reform of urban heating system and rural water conservancy management system.

Accelerate the development and opening up of Liaoning coastal economic belt and Changji-Tumen area. Support qualified areas to build border trade centers, economic cooperation zones, export processing zones and import resource processing zones. Study the establishment of Sino-Russian local cooperation and development fund to support the implementation of the Sino-Russian regional cooperation planning outline project. Accelerate the construction of Dalian Northeast Asia International Shipping Center with Dalian Dayaowan Bonded Port Area as the core, and pay close attention to the construction of Suifenhe Comprehensive Bonded Zone and Shenyang Bonded Logistics Center. ;
