Procuratorial organs have the right to check the implementation of state laws, regulations and policies by the supervised objects, as well as violations of political discipline.

Supervisory organs supervise all public officials who exercise public power according to law, so as to achieve comprehensive coverage of state supervision.

Supervisory organs shall supervise the following public officials and related personnel:

(6) Other persons who perform public duties according to law.

I. Scope of Civil Servants According to the provisions of the Civil Servant Law, civil servants refer to staff members who perform public duties according to law and are included in the state administrative establishment, and their wages and benefits are borne by the state finance. Persons who are managed by reference to the Civil Service Law refer to the staff of the relevant units approved to be managed by reference to the Civil Service Law.

Second, the personnel engaged in public affairs in organizations authorized by laws and regulations or entrusted by state organs according to law refer to those who perform the duties of organizing, leading, managing and supervising public affairs in the above organizations, including those engaged in public affairs in organizations such as trade associations with public affairs management functions, and those engaged in public affairs in legal inspection and quarantine institutions.

Three, the management of state-owned enterprises refers to the following personnel in state-funded enterprises:

(1) personnel who perform the duties of organization, leadership, management and supervision in wholly state-owned companies and enterprises;

Fourth, the personnel engaged in management in public education, scientific research, culture, medical and health care, sports and other units refer to the personnel engaged in organization, leadership, management and supervision in education, scientific research, culture, medical and health care, sports and other institutions organized by state organs or other organizations for social welfare.

Fifth, the personnel engaged in management in grass-roots mass autonomous organizations refer to the following personnel in the organization:

(1) personnel engaged in collective affairs and public welfare management;

(3) Persons who assist the people's government in administrative management, including those engaged in disaster relief, epidemic prevention, emergency rescue, flood control, special care, rescue, immigration, management of disaster relief funds and materials, management of public welfare undertakings donated by the society, management of state-owned land management, management of compensation for land acquisition, tax collection, family planning, household registration, conscription, and people's government and other state organs in grass-roots mass autonomous organizations.

Sixth, other persons who perform public duties according to law refer to the following persons:

(1) Deputies to people's congresses at all levels who perform their duties, CPPCC members at all levels who perform public duties, people's jurors and people's supervisors;

(two) although not included in the establishment of the party and government organs, but engaged in official duties in the party and government organs;

(3) Personnel engaged in organization, leadership, management and supervision in collective economic organizations and other units and organizations shall be nominated, recommended, appointed and approved by party organizations or state organs, wholly state-owned companies and enterprises, and organizations and institutions responsible for managing and supervising the state-funded enterprises' China-owned and collective assets;
