Measures for the implementation of river management in Jiangsu Province

(six) to exercise other duties entrusted by laws, regulations and rules, and to implement the decisions and orders of the people's government at the same level and the river authorities at higher levels and other matters assigned by them. Article 4 The main responsibilities of the river management institutions set up by the water administrative departments at or above the county level are:

Article 7 The management scope of river courses and their supporting projects shall be determined in accordance with the provisions of Article 6 of the Regulations of Jiangsu Province on the Management of Water Conservancy Projects.
The people's governments at or above the county level shall delimit the management scope of river courses and their supporting projects within their administrative areas according to law. Eighth people's governments at or above the county level shall establish and improve the river management institutions, strengthen the management of river projects, improve the management level, and ensure the safe operation of the projects.
The river authorities of the people's governments at or above the county level shall establish and improve the water conservancy supervision team (station), equipped with water conservancy supervision personnel and law enforcement tools, and maintain normal water order.
The water conservancy project management institutions approved by the provincial and municipal people's governments may exercise some management functions granted by the river authorities at the same level. All kinds of management and protection infrastructure should be considered in engineering design, including sluices, dams, dike observation facilities, flood control facilities, hydrological facilities, management rooms, staff quarters, living welfare facilities, base construction and project management scope. The project budget must include the investment of the above-mentioned single projects. When the project is completed and accepted, the above-mentioned projects shall be accepted together, and relevant materials (including land use certificate) shall be handed over to the project management unit.
If the existing projects and management facilities are not perfect, they should be included in the reconstruction, expansion and reinforcement project plan in accordance with the provisions of the new projects mentioned in the preceding paragraph.
