In order to improve the construction management level, ensure the timely, high-quality and efficient completion acceptance of the project, ensure the quality of the completion data and solve the existing problems.

1 Quality control status of completion data

The quality problems caused by inadequate and irregular construction management of original documents generally include:

Important construction management documents issued by individual designers, supervisors and owners are all copies when they are issued or forwarded, which is difficult to meet the requirement of "no copies are allowed in the completion data" stipulated in the Three Gorges Project Quality Standard (1 1).

1.2 The information of the project quality acceptance visa is incomplete.

With the progress of the project construction, in order to meet the requirements of the construction progress, the written signing ceremony was not handled according to the requirements of national industry standards after the on-site acceptance of the construction "Sifang". Some construction units are lax in management, resulting in the loss of original documents. There is also a lack of strict handover procedures for professional and technical personnel of the construction unit, resulting in the loss of the original documents for completion.

1.3 The as-built drawing file is not standardized.

Some sub-projects have different degrees of alternative drawings, but when completed, the completed drawings are required to be assembled by sub-projects, and there is a large shortage of drawings. There are only standard rules for drawing modification, but no specific rules.

1.4 The original data format of the construction acceptance visa is not standardized.

The content and format of the original construction acceptance visa materials were not uniformly stipulated before construction, but were constantly supplemented and changed during construction. The material formats are not uniform and standardized, including a4, 16 and 32. The size of the left and right white characters, the ceiling and the feet of the file format are different, which makes it impossible to unify and standardize the binding and grouping of paper.

In the original acceptance visa data, there are still some problems, such as the pile number, elevation, engineering quantity and so on, which are inconsistent with the actual construction situation, and there are blank columns in the acceptance project, and the signature handwriting is flying around and arbitrarily altered, which reduces the use value of the completion data.

2. The main reason why the quality of completion data is out of control

(1) leaders in charge of engineering construction have a weak sense of archives. In the field of capital construction in China, there has long been a phenomenon of focusing on construction and neglecting archives.

(2) The unclear, non-specific and non-detailed provisions on the responsibility, content, depth and requirements of the reorganization of the completion data in the contract signed between the construction unit and the construction unit are the legal reasons for the quality of the completion data being out of control.

(3) The propaganda and learning channels of the National Archives Law and the Three Gorges Project Quality Standards and Specifications on the compilation of completion data are not smooth, which leads to the lack of archives awareness and knowledge of project managers, supervisors and leaders of construction units, and the poor quality of relevant professional knowledge.

(4) The low quality of the operation layer, weak technical force, little training and poor management level of the construction unit are important factors that cannot be ignored, resulting in the nonstandard and low-quality original completion documents produced in the construction process.

(5) Most of the personnel of the supervision unit are from design units, and a few are from social recruiters. There are few people who formally participate in the national supervision engineer training and hold the qualification certificate of supervision engineer, especially the construction site supervision engineer, whose professional skills and construction management level are poor, and the on-site visa work is not strictly controlled.

(6) The quality management system of the construction unit and the construction unit does not pay enough attention to the management of completion data, and lacks specific measures to effectively control the quality of completion documents.
